Description
I1900020004; General construction and improvements to Derby Wharf at the National Park Service's Salem Maritime National Historic Site, Salem, Massachusetts. The work consists of providing all labor, materials, equipment, transportation, supervision and other incidentals to provide improvements to the west side of historic Derby Wharf, including a mooring and vessel-boarding facility. Work includes, but is not limited to, supply and installation of stairs, ladders, platforms, bollards, fixed and articulating ramps and a float, as well as site work, steel pipe piles, concrete slabs, footings, caissons and all related hardware indicated or required. The wharf is situated within the boundaries of the Salem Maritime National Historic Site. The estimated start work date is 10 calendar days after receipt of notice of award. All work, including clean-up, must be completed not later than October 1, 2003. The estimated cost range is between $500,000 and $1,000,000. See the solicitation for bonding requirements. This procurement is issued on an unrestricted basis pursuant to the Small Business Competitiveness Demonstration program, public law 100-656, as such, is unrestricted. All responsible sources may submit a bid. The North American Industrial Classification System (NAICS) Code is 234990 and the applicable size standard is $28.5 million dollars in annual receipts for the past three years. Contract award is Subject to the Availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the government for any payment may arise until funds are made available to the contracting officer. No hard copies of the solicitation will be issued. Telephone requests will not be accepted. All relevant solicitation documents, including specifications and drawings may be accessed for download from the Government-wide Electronic Posting System website (Fedbizopps) at http://www.eps.gov. The Department of Interior's (DOI) National Business Center (NBC) web site is http://ideasec.nbc.gov. Any amendments issued to the solicitation will be posted solely on that website. Prospective offerors are responsible for checking the website for amendments up to the date and time of bid opening. Prospective offerors who have questions must submit them in writing to the Contracting Officer to the address below, or fax to 617-223-5208. A prebid walkthrough will be conducted at the site on June 20, 2003 at 10:00 a.m. Sealed bids are due by 11:00 p.m. local time July 11 2003, to the Contracting Officer, National Park Service, 7th Floor, 15 State Street, Boston, MA 02109-3573.
