- Description
- The Naval Sea Systems Command intends to issue a sole source solicitation numbered N00024-03-R-6218, for a Cost Plus Incentive Fee/Cost Plus Award Fee (CPIF/CPAF) contract, to procure Acoustic Rapid Action Commercial Off-the-Shelf (COTS) Insertion (A-RCI) Systems for Virginia Class, SSN688, SSN688I, SSN21, SSBN 726,and SSGN Submarines; associated spares and kits; and 2,125,000 man hours of engineering and technical efforts to design, develop improvements, and other requirements to transition Advanced Processor Builds (APBs) into their specific platforms environments, including trainers and shore based facilities to support the A-RCI system. A-RCI is a sonar system that integrates and improves towed array, hull array, sphere array, and other ship sensor processing, through rapid insertion of COTS based hardware and software. The period of performance for this effort is five (5) years, one base year and four (4) option years, from FY 04 through FY 08. This requirement will be solicited sole source from Lockheed Martin Corporation, Naval Electronics and Surveillance Systems (LMNE&SS) in Manassas, Virginia, which is the current producer of A-RCI system. LMNE&SS developed the technology for A-RCI under contract N00024-95-C-6535 and is the only source with the requisite knowledge of the A-RCI system design, hardware, support equipment, technical experience, and resources necessary to meet the Government's needs in a timely manner.
