Description
NASA/GSFC has a requirement for 1. One (1) each of an Airframe in Kit Form that will be utilized as a testing platform for research and development of technologies related to unmanned aerial vehicles (UAVs). The kit shall include all parts, hardware, engine and raw materials required to assemble a complete, operable airframe excluding propeller, instruments, paint, seat cushions and occupant restraint harness (the aircraft will be flown in both manned and unmanned modes). The engine shall be equipped with dual magnetos, ignition harness, fuel pump, electric starter, provisions for vacuum pump drive and governor for constant speed propeller and carburetor. A full set of salient airframe characteristics and specifications will be included with the Request for Quotation. NASA/GSFC intends to purchase the items from Van's Aircraft of Aurora, OR. THE AUTHORITY FOR OTHER THAN FULL AND OPEN COMPETITION is found in 10 U.S.C. 2304(c)(2). Market research was conducted and the only kit found to meet all specification items is the RV-8A Quick Build Kit with Lycoming 0-320 engine offered by Van's Aircraft. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 10, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
