- SOURCES SOUGHT **THIS IS NOT AN OFFER OR SOLICITATION** The Command and Control Engineering Center (C2CEN) is interested in locating potential sources capable of providing, a temporary deployable Nationwide Differential Global Positioning System (N/DGPS) radiator and site. The current N/DGPS plan is to build 126 navigational beacons capable of calculating and correcting GPS errors. The system uses the Medium Frequency (MF) band of 283 kHz to 325 kHz, broadcasting a Minimum Shift Keying (MSK) signal of either 100 bits per second (bps) or 200 bps. Current goal of 99.7% availability prohibits most tower work. System could maintain availability and conduct tower improvements with a transportable tower system. The transportable tower should be easy to deploy, requiring no special commercial driver?s license endorsements and shall be capable of deploying via C-130 with minimum effort. Tower electrical characteristics shall be similar to existing tower characteristics (ranging from 90 feet to 300 feet) and may require additional guy-style top-loading elements (TLE) for optimum electrical performance. Transportable tower shall be capable of housing all tower accessories, including up to 12 TLE, guy anchors, at least 36 symmetric counterpoise ground radials no shorter than 150 feet long, grounding mat no less than 20 feet by 20 feet, grounding stakes, and all electrical and mechanical connectors required to achieve optimum system functionality. Transportable tower assembly shall have accommodations for antenna tuning unit. The second phase of the project is to develop a portable N/DGPS site for rapid deployment following natural disasters and terrorist activities. The system would have the same features listed above with the radiator, antenna tuning unit, transmitter, reference stations (including two 30 foot masts), integrity monitors, modems, power supply and all other components necessary to achieve system functionality independently from any existing site infrastructure. A second unit may be desirable based on space and weight constraints. Units shall be rugged and capable of withstanding extreme climates and natural disasters, allowing USCG to provide emergency DGPS coverage within hours of national emergency. Sources capable of providing equipment that meets the above specs must provide sufficiently detailed documentation/descriptive literature that clearly represents that these specs will be met.
