- NA The Philadelphia District and the Marine Design Center is initiating a negotiated, ??????best-value?????? procurement conducted under FAR Parts 13 and 15 to obtain one non propelled crane barge and one non propelled deck cargo barge conforming to commercia l standards. The vessels are intended to serve the U.S. Army Engineer Rock Island District. The primary mission of the crane barge is to remove rock, sand, and silt from the inland waterway system in, and around, the Rock Island District. The vessel sha ll also place riprap rock to stabilitze the riverbanks. The vessel shall be classed with ABS ??????A-1 Barge??????, River Service. The principle characteristics of the vessel are: Length approx. 150 ft, Beam approx. 46 ft. and Depth approx. 10 ft. The deck cargo barge will serve a variety of functions. The vessel shall also be classed with ABS ??????A-1 Barge??????, River Service. The principle characteristics of the vessel are: Length approx. 150 ft., Beam approx. 35 ft. and Depth approx. 6 ft. Proposals will be reviewed for completeness in satisfying the requirements of the RFP and will be evaluatated against the following factors listed in descending order of importance: Technical Factors-Past Performance and Experience, Management, and Produc t; Price Factors-Price Reasonableness and Price Realism. The technical factors, as a whole are more important than price; however, price remains a significant factor. Price proposals shall be submitted simultaneously with the Technical Proposal. Offeror s are cautioned that the Government may award a contract on the basis of initial proposals received without discussions; therefore, each proposal should contain the offeror??????s best terms. The procurement is 100 percent set aside for small businesses and the applicable NAICS code is 336611 with a size standard of 1000 employees. The solicitation will issue on (about) June 18, 2003 with proposals to be close on (about) July 17, 2003 at 11:00 a.m., local time. Solicitation documents will only be availa ble via theWeb, hard copies will not be available. Offerors may view and/or download the solicitation and all amendments from the Internet at the following address: https://ebs.nap.usace.army.mil on (or after) the issue date. If any offeror information changes during the advertisement period, offerors are responsible to make changes to their user profile on the Internet. Failure to make changes in their user profile may cause a delay in receiving the solicitation and any amendments. Offerors are respon sible for printing paper copies of the solicitation. Bonding is required. Affirmative action will also apply. Liquidated damages will be specified. Award will be made as a whole to one offeror. All contractors must be registered in the DoDs Central Co ntract Register before award, as required by DFARS 204.7300 and comply with VETS-100 annual reporting as required by FAR 22.1310(b). Instructions will be included in the solicitation.
