Description

THIS SYNOPSIS REPLACES N00421-02-R-0022. The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Maryland, has a requirement for engineering and technical support for the Avionics and Sensors product line. Contractor support will entail providing engineering and technical support services for the development of improved and new avionics systems and subsystems for naval air platforms. The contractor shall provide engineering and technical labor and materials for technology assessment, systems engineering, hardware and software design and development and laboratory and field-testing. Areas of support include Flight Information Systems, Electronic Warfare (EW), Electro-Optics (EO), Acoustics, and Mission Sensor Integration. The contractor personnel provided under this contract must be avionics systems and subsystem technical experts. ALL personnel performing work under the proposed contract must, as a minimum, possess a SECRET clearance. Some personnel will require a TOP SECRET clearance. Location of performance is on-site at NAWCAD Patuxent River, Maryland, or at the contractor?s facility. Contractor personnel shall travel when necessary to provide needed tasks through off-site meetings, training, conferences, design, installation, integration, maintenance, or system tests. The estimated level of effort is 84,480 man-hours per year for a total level of effort of 422,400 man-hours. The period of performance is estimated at 12 months plus four one-year options to be assessed and awarded on an annual basis. This procurement is a 100% set aside for Small Business Concerns. The appropriate North American Industry Classification System (NAICS) code is 541330. This requirement is a follow-on effort to N00421-97-D-1118 with NAVMAR Applied Sciences, Inc. The Navy intends to release the solicitation, including any subsequent amendments, via the Internet. The solicitation will be available on the NAVAIR solicitation webpage located on the World Wide Web (WWW). The WWW server may be accessed using client browsers such as Netscape and Internet Explorer. The WWW address, or Uniform Resource Locator (URL), for the NAVAIR solicitation webpage is http://www.navair.navy.mil/business/ecommerce/ In addition to the availability of the solicitation for downloading at this webpage, the Navy will also e-mail a notification of release of the solicitation and any subsequent amendments to all prospective offerors who submit a request.
