- The Naval Air Systems Command (NAVAIR) is the ultimate provider of Advanced Warfare Technologies, i.e., technologies in aircraft, weapons, sensors, training, launch and recovery, and communications. NAVAIR?s Manpower, Personnel, and Training Systems Department (AIR 3.4) is the responsible agent for multiple elements within the Product Support process essential to technology delivery, integration, and support to the Fleet. NAVAIR 3.4 plans, develops, and integrates fleet manpower, personnel, and training systems requirements during systems acquisition and provides on-going manpower, personnel, and training systems support during the sustainment (in-service) phase. During acquisition, AIR 3.4 processes and products are significant elements in the Systems Engineering and Technical Review process, specifically for the development of Human Systems Integration requirements. NAVAIR has a requirement to obtain technical, analytical, and developmental products that support the six warfare technologies. These products include, but are not limited to, manpower and personnel analyses, Manpower Estimate Reports, and Navy Training Systems Plans. All contractor personnel and subsequent facilities performing under the proposed contract must be capable of obtaining a SECRET level security clearance upon notification that such clearance is required. Requirements will include providing services to the following locations: Naval Air Systems Command (NAVAIR), Patuxent River, MD; NAVAIR AD, Lakehurst, NJ; NAVAIR WD, China Lake, CA; NAVAIR WD, Point Mugu, CA; and NAVAIR TSD, Orlando, FL. The procurement will be conducted as a 100% small business set-aside. Offers from other than small business certified contractors will not be considered. A single award of an Indefinite Quantity Contract (IQC) with provisions for firm fixed price, cost plus fixed fee and time and materials delivery orders is anticipated. The Government will award the contract to the offeror who provides the most beneficial mix of technical approach, price, and performance risk assessment factors. The contract period of performance will be 60 months and the planned contract ceiling is $65M. The applicable NAICS Code is 541330, Engineering Services, and the respective small business size standard is $23 million. A "DRAFT" copy of the RFP has been posted to the NAVAIR TSD World Wide Web site at http://www.ntsc.navy.mil/ under Business Opportunities. Paper copies will not be issued. Telephone requests will not be accepted. NAVAIR TSD will utilize its World Wide Web Site for distribution of additional draft documents as well as the Final Request For Proposal, which is anticipated to be released on or about 06 June 2003. Contractors' proposals will be due 14 July 2003. Contract award is scheduled for October 2003. Please periodically review the NAVAIR TSD Web Site for the latest updates to the "DRAFT" documentation.
