Description
In accordance with FAR Part 13 and FAR Part 12, the U.S. Environmental Protection Agency, Office of Transportation and Air Quality (OTAQ) in Ann Arbor, Michigan, is seeking to procure thirty (30) hydraulic valves. Fifteen (15) small valves each having a flow rate of 5-8 gallons per minute (gpm), and fifteen (15) large valves each having a flow rate of 60- 80 gpm. The valves shall have the following features: consist of a spool, housing and two identical electromagnetic coils, small valve dimensions are 3cm x 2cm x 2cm (nominal) and large valve dimensions are 7cm x 6cm x 5cm (nominal), capable of exposing a large flow area with relatively short strokes of 100-500 microns (nominal) required for injector and automotive hydraulic pump/motor applications. Valve's flow passages and metering orifices must ensure a static and dynamic pressure balanced valve to maintain high-speed transient operation, has two opposing electromagnetic coils which can be used for position sensing by monitoring back-EMF signals and utilizes electronic drivers to hold the valve in an open or closed position. Valves must be capable of consistently controlling a specific rate of hydraulic flow characteristics up to five (5) multiple flow events, and electronically control the start, duration, and rate of flow of multiple events. Valves must meet the 10-20 microseconds shot-to-shot and the 30-40 microseconds valve-to-valve required by the engine industry (nominal). Hydraulic metering can be varied by controlling the valve pulse width and hydraulic supply pressure between 1,000 psi ? 4,000 psi. Response time of the valve shall be within 0.1 - 0.3 milliseconds for the electronic control of pilot timing, duration, dwell, main and post flow events. Hydraulic connections to supply and return oil of the valves are external using high pressure positive seal fittings. Bench testing and complete calibration of the valves shall be included. The contractor shall supply one (1) set of manuals for each system including: layouts, and interface drawings for the complete hydraulic operating systems, the contractor shall provide standard commercial warranty on all parts, labor, and materials (not to be less than 90 days). This procurement is a small business set-aside under NAICS code 332912 with a size standard of 500 employees. The solicitation should be issued by June 11, 2003 on EPA website: http://www.epa.gov/oam/cinn_cmd. This office does not intend to mail hard copies of the solicitation.
