**THIS IS A DRAFT RFQ. THE SOCIOECONOMIC STATUS OF THIS PROCUREMENT HAS YET TO BE DETERMINED. COMMENTS IN REGARD TO THIS DRAFT RFQ ARE DUE ON JUNE 4, 2003. ** This notice is a combined synopsis/draft solicitation for non-commercial items. This announcement constitutes the only draft solicitation. This notice is being issued as a Draft Request for Quotations (RFQ) for a Weather Accident Prevention Program in support of the Weather Information Communications (WINCOMM) Project. 1. INTRODUCTION NASA Glenn Research Center (GRC) is involved in supporting aviation safety by participation in the Weather Accident Prevention (WxAP) Program. WxAP has a goal of developing enabling technologies to reduce weather-related accident causal factors by 80% and turbulence-related injuries by 50% by year 2007. GRC?s efforts concentrate on the communications needed to disseminate effective safety related data. This is being accomplished through the WINCOMM project. GRC?s focus is on developing and improving technologies and techniques to support the digital communication of safety information involving airborne and ground-based users. Part of this effort involves specific performance evaluation of various aviation communication systems and networks for safety related weather data collection and dissemination applications in the transport and general aviation classes of aircraft. 2. SCOPE The Contractor shall furnish the necessary personnel and services, and otherwise do all things necessary and incident to the planning, design, execution and analysis of the aviation communications systems evaluations as described below. Contractor shall provide qualified/experienced personnel with the appropriate expertise to complete tasks with minimal direction and/or supervision. Effort will include, but not be limited to, the planning, development, implementation, test conduction, pre and post data analysis, and generation of concluding summary report of these activities. This will involve collaboration with NASA and its partners to further the development of technologies, requirements and advanced architectures of air to air, air to ground and ground to air communication links including VDLM2, 1090ES and FISDL. 3. TASK DESCRIPTION The Contractor shall lead an evaluation and demonstration of aviation communication systems and networks in a lab and environment for the dissemination and distribution of weather information. Developed CONOPS, architectures and requirements will be adhered to in the development of in-house lab and operational evaluations and demonstrations. These implementations are required to produce the required improvement in the collection and dissemination of safety related weather information. Interaction with industry and government agencies and committees will be on an as needed basis. The Contractor shall develop a test plan for lab evaluations including execution and analysis of results providing validation of this system. This includes, but is not limited to the following in-house activities: test equipment setup, data logging, post-processing/analysis of data and propagation analysis. The Contractor shall assist development, modification and validation of a 1090ES/VDLM2/FISDL hybrid configuration for transport, that meets and provides the required capabilities and performance metrics as defined. This will be a collaborative effort between GRC and its partners. 1090ES/VDLM2 ? Air to Air and Air Ground Near real time capability for reporting of turbulence alerts and warnings and sensor data with aircraft telemetry to surrounding aircraft within a 100 mile radius and to the ground from aircraft at flight levels 5000 AGL through 40,000 AGL. FISDL ? Ground to Air En-route distribution of graphical turbulence and weather products to aircraft at flight levels 5000 through 40,000 AGL. 4. DELIVERABLES AND MILESTONES This task will be a fixed price contract with partial payments. Work may be performed on-site or off-site. Travel for up to two US domestic trips is required to attend technical meetings / conferences as appropriate. Milestones/Deliverables: 1. All planning documents, designs, analyses, hardware / software implementations, and test reports associated with the task/activity. 2. Monthly progress reports documenting the current month's activities, contributions, issues / concerns, plus any upcoming significant activities. 2003 1. Avionics S/W modification Definition 2. EVALUATION AND AWARD SELECTION FOR BEST VALUE Award will be based upon overall best value to the Government among those offers that meet the specifications general instructions above. Consideration will be given to the factors of meeting specifications, total price, best value criteria (see the next paragraph below) and past performance. Other criteria requirements if so stated in the solicitation and best value will also be considered. Unless otherwise stated in the solicitation, for selection purposes, specifications, total price, and past performance are essentially equal in importance. Technical acceptability will be determined by information submitted by the offeror providing a description in sufficient detail to show that the proposal meets the Government?s requirements (see Statement of Work above). **It is critical that the future offerors provide adequate detail to allow the Government to evaluate their offeror. ** 6. BEST VALUE CRITERIA In response to best value criteria, the contractor shall provide information, in sufficient detail, how they meet the criteria listed below: Technical Strengths: Contractor shall have expertise in communications systems. Personnel should be trained and experienced in test setup and execution, including required software and hardware modifications. Analytical Capabilities: Contractor shall have experience in analyzing RF performance and evaluating communication systems architecture. This implies a working knowledge of appropriate communication architecture requirements as well as experience with standards bodies and organizations and an understanding of how to influence improvements in new standards. Contractor must have knowledge and ability to synthesize communications networks and perform trade off analyses for the purpose of optimizing design and testing procedures. Demonstrated Prior Performance and Program Management: Contractor shall have demonstrated the ability to perform cradle to grave, conception to low-level details, project management. Contractor has completed previous work in a successful and timely manner. Contractor has ability to perform the work without the use of subcontractors. Contractor shall be responsive to short notice meetings and or activities on site at Glenn Research Center. Contractor shall provide information on prior contracts and include the names, addresses, contract number, and point of contact of any contracts used in this response The provisions and clauses in the RFQ are those in effect through FAC 01-12. The NAICS Code and the small business size standard for this procurement are 541710 and 500 respectively. The future offeror shall state in their offer their size status for this procurement. All responsible sources may submit comments which shall be considered by the agency. Delivery to Glenn Research Center is required within 30 days ARO. Delivery shall be FOB Destination.
