Description

Background: The costs of Federal regulations have been documented in two previous Office of Advocacy studies, Hopkins (1995), and Crain and Hopkins (2001). Building on the knowledge base developed by the 1995 study, the 2001 research took a broader approach and further documented that small businesses do bear a disproportionate share of the burden imposed by Federal regulations. The latter of these studies, for instance, found that the cost per employee for compliance with all regulations was $6,975 for firms with 20 or fewer employees but $4,463 for large firms with more than 500 employees. In addition, small businesses spent twice as much complying with tax regulations as large businesses. These two studies can both be found at http://www.sba.gov/advo/research/#regulation. The Office of Advocacy would like to update this existing research. Possible research avenues should follow, enhance, and expand the existing research in order to allow us to compare the results with the previous work. NOTE: The Solicitation document will be posted 5/28/03 on FEDBIZOPS. No other documents will be issued. Provide four (4) copies of your price and technical data.
