Description
The United States Postal Service intends to award a negotiated Guaranteed Maximum Price Contract for the renovation project to modify the platform first floor on North Building of Morgan Processing and Distribution Center (P&DC) and partial area on first floor of Morgan P&DC, South Building, located on 341 Ninth avenue, New York city, New York. The renovation project consists of: 1) Asbestos and lead-based paint abatement - Removal and disposal of asbestos containing material (ACM), asbestos-contaminated materials, and lead-based paint found in building materials that pertain to Work Areas. 2) New Electrical Distribution Service - Provide new electric service feed from the existing switchboard in the Electrical Room located in the basement of the South Building to the basement of North Building. 3) BMEU - Construct new 6,000 gross square feet Bulk Mail Entry Unit (BMEU) on the first floor of North Building, and demolish existing BMEU and construct new toilets on the first floor of South Building. 4) Platform Modifications - Modify existing Platform area (86,000 square feet) on the first floor of North Building. Renovations and construction must be planned in phases because there is and will be existing postal operations. Construction cost estimate for this project is in the $6,000,000 to $8,000,000 range. Total period of performance allowed for phase 1 constructability review and phase 2 construction will be 245 calendar days from date of Notice to Proceed. A detailed scope of work for this project is included in the solicitation documents. This request for proposal is being issued only to prequalified contractors. The Postal Service will select the offeror that provides the Best Value to the Postal Service, taking into consideration technical and cost related factors. While the above listed five firms have already been furnished a Solicitation Package, others, i.e. subcontractors, material, equipment suppliers and other interested parties can purchase copies of the Solicitation. It is available on a Compact Disk (CD contains complete solicitation with plans provided in plot file and drawing file format) for $25.00 or full set of printed plans and specs ?Hard Copy? with CD for $175.00 may be purchased from LDI, at http://www.reprodox.net/usps/majorfacilites. All costs are non-refundable. All technical questions concerning this Solicitation must be sent through any one of the five prequalified firms. We will only accept questions from the prequalified contractors via e-mail and in ?Word? format and they should be directed to Mr. Bill Powell at bpowell1@email.usps.gov. Solicitation packages are due by 3:00 PM EST, Wednesday, June 18th, 2003 and should be mailed, using one of the services offered by the Postal Service, to Mr. Powell, Supply Management Facilities Portfolio, 4301 Wilson Blvd., Suite 300, Arlington, VA 22203-1840. The USPS encourages the participation of small, minority, and women owned business subcontracts for this project.
