- Description
- This is a Combined Synopsis/Solicitation for Commercial Items prepared in Accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This Announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation No. BBGCON2803S5380 is issued as a Request for Proposal (RFP) and a contract will be awarded contingent upon the availability of funds, using FAR Part 12, Commercial Contracting procedures. (iii) This solicitation document and incorporated provisions and clauses are those in effect through (FAC) 2001-13, dated April 17, 2003. (iv) This is a full and open procurement for a digital multiformat audio/control router under NAICS 33429, Other Communications Equipment Manufacturing. (v) REQUIREMENTS DESCRIPTION: A commercial, off-the-shelf, modular analog audio, digital audio and control router for the Voice of America (VOA), and the option to acquire additional frames, modules, remote devices, pre-wired interfaces, and replacement/spare parts. The contractor shall also provide complete modular equipment prices sufficient to define the cost of future Delivery Orders for router expansion, or additional frames having different configurations within the range of capabilities set forth in "Technical Characteristics" below. Offerors shall provide firm-fixed price (FFP) for each of the following CLIN's: BASE YEAR CLIN 1: One (1) digital audio router as configured under "A. Deliverables" and meeting the requirements under "B. Technical Characteristics." BASE YEAR CLIN 1 (Optional), BASE YEAR CLIN 2 (Optional), BASE YEAR CLIN 3 (Optional), BASE YEAR CLIN 4 (Optional): Modules, Remote interface devices, Router frame, Router hardware control panels, and pre-wired I/O cards. Offerors shall list their modules, devices, etc. and include price per module or device, and prices for pre-wiring to punch-down style blocks. (vi) A. DELIVERABLES: One (1) Digital Multiformat Audio/Control Router meeting the Technical Characteristics herein, configured with (a) Sixteen (16) digital audio (AES) inputs; (b) Sixteen (16) stereo analog audio inputs; (c) Sixteen (16) digital audio (AES) outputs; (d) Sixteen (16) stereo analog audio outputs; (e) Sixteen (16) control data inputs capable of routing RS-485, RS-232, and contact closures (f) Sixteen (16) control data outputs capable of routing RS-484, RS-232, and contact closures; (g) Six (6) channels of stereo digital signal processing (DSP) including audio equalization and compression. (h) Two (2) remote interface devices capable of delivering full duplex 12 audio channels and 8 data or control channels; (i) Two (2) remote interface device frame modules; (j) Router software control panels and router configuration software; (k) One multi-port serial control module; (l) One dual power supply frame; (m) One frame controller; and (n) Three complete sets of user and technical manuals. (o) All frames analog, digital and control signals shall be pre-wired to punch-down style blocks for quick and accurate integration. Complete cable numbering and as-built run sheets shall be included. B. TECHNICAL CHARACTERISTICS: General: The analog audio, digital audio and control signal router shall utilize time division multiplex (TDM) technology, providing the capability to route, switch, sum, or perform real-time mixing of input signals of differing formats (i.e. analog audio, AES digital audio, control data - RS-485, RS-232, and contact closures) to any router output channel without the need for external format conversion. The router network frame (chassis) shall support connectivity of 512 audio channels. All frame slots shall be hot swappable and interchangeable with any module slot in the router frame without disruption in service. The router shall contain, at a minimum, one system clock, however a redundant clock bus providing additional fault tolerance would be beneficial. The router frame shall contain dual power supplies; router and system configuration shall remain constant following a power disruption and subsequent restoration of power. Dimensions: The router frame, containing all audio signal modules and control modules, shall be mountable in a standard 19" wide equipment rack. Frame height shall not exceed 8 rack units (RU). D. EVALUATION - A contract award will be made by the contracting officer based on: A) the Offeror's Technical Capabilities/Experience; and B) the Offeror's price for this effort, of the two Selection Criteria, Technical Capabilities/Experience is significantly more important than cost or price. The Technical Capabilities/Experience subcriteria are as follows: Price (50%), Past performance (10%), Offerors must provide a minimum of 3 customer references), and technical compliance (40%). In order to be technically acceptable, products offered must comply with all Technical Characteristics, and capable of delivering all items under "A. Deliverables" within the stated time frame. (vii) DELIVERIES AND PERFORMANCE: The Contractor shall deliver one (1) analog audio, digital audio and control signal router in the configuration specified under "A Deliverables" within 30 days after contract award. All items shall be shipped F.O.B Destination to: International Broadcasting Bureau, VOA Broadcast Operations, Attn: Michael Serafini VOA/B, 330 Independence Ave. SW, Room 2165 Cohen Building, Washington, DC 20237. Maximum truck height for delivery: 10ft. 6in. (viii) The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items is hereby incorporated by reference. Offerors are reminded to identify and submit their DUNS number with their proposal. Offerors responding to this solicitation shall submit the following items to the contracting office: (1) Technical proposal that demonstrates the Offeror has previously and successfully delivered similar services. (2) Detailed narrative explaining its approach to meeting the specifications of this requirement, including and estimated time schedule for completion. (3) Separate Price Proposal. (4) Past Performance information showing a list of work with point of contact, telephone and facsimile numbers, description of project, schedule, price and date completed. (ix) FAR provision FAR 52.212-2 Evaluation of Commercial Items applies to this acquisition. The Government will award a firm-fixed price (FFP) contract resulting from this RFP to the responsible Offeror whose offer conforming to the RFP will be most advantageous to the Government based on technical, price, past performance and other factors. (x) Offerors shall include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items. Proposals must also include prompt payment terms and correct remittance address, if different from mailing address. (xi) The clause at 52.212-4, Contract Terms and Conditions--Commercial Items applies to this acquisition with no addenda to the clause. (xii) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders--Commercial Items, including subparagraphs (b)(3,6,7,8 and 9) applies to this acquisition as well as the following clauses contained within FAR Clause 52.212-5; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity (E.O. 11246); 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (38 U.S.C. 4212); 52.222-36, Affirmative Action for Workers with Disabilities (29 U.S.C. 793); 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (38 U.S.C. 4212); 52.225-3, Buy American Act-North American Free Trade Agreement-Israeli Trade Act (41 U.S.C. 10a - 10d, 19 U.S.C. 3301 note, 19 U.S.C. 2112 note). (ii) Alternate I of 52.225-3, (iii) Alternate II of 52.225-3. 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (31 U.S.C. 3332). (xiii) 52.232-19 Availability of Funds for the Next Fiscal Year applies to this procurement. (xiv) The Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable to this acquisition; (xv) None of the CBD numbered notes are applicable to this procurement.. (xvi) Failure to provide any of the above-required items may result in the rejection of your proposal.
