- Description
- The work shall consist of providing engineering services to Environmental Quality Incentive Program (EQIP) participants as required to implement the irrigation system and irrigation water conveyance components, or livestock water supply components of their conservation plan. These components may include but are not limited to: Sprinkler Irrigation Systems; Micro Irrigation Systems; Irrigation diversion dams; Irrigation water conveyance pipelines, canals and ditches; Water measurement facilities; Wells and spring developments; Livestock water supply pipelines; Water storage tanks; Drinking troughs; and all related appurtenances. NRCS has identified a need to provide engineering services for up to 200 EQIP program participants over the duration of this project. The participants are distributed throughout Colorado WITH THE PERCENTAGES INDICATED AS FOLLOWS: Upper South Platte River 13 Lower South Platte River 6 Republican River 27 Upper Arkansas River 6 Lower Arkansas River 17 North Platte, White & Yampa Rivers 4 Colorado River 4 Gunnision & Dolores Rivers 11 San Juan River 8 Rio Grande River 4 Services to be provided may include but are not limited to site investigation, surveying; soil sampling; hydrology; hydraulic design; structural design; soil mechanics design; preparation of construction drawings and specifications; construction site layout; construction observation; and quality assurance testing. NRCS National Engineering Handbook References: http://www.nrcs.usda.gov/technical/ENG/ Interested parties should submit 3 copies of their SF 254 and 255 to the Contracting Officer as well as any information that will assist the A&E Evaluation Board with their evaluation on the selection criteria. The selection criteria are: 1) Professional Qualifications, 2) Specialized experience and technical competence, 3) Capacity to accomplish work, 4) Past Performance, 5) Location in the area and knowledge of the locality of the project. Multiple contracts may be awarded as a result of this solicitation. More than one contract may be awarded within a watershed boundary. Each contract will be an IDIQ contract in an amount from $25,000 to $99,999. When submitting a response to the notice, indicate which watershed(s) you would be interested in being considered. Projects will be ordered on an as-needed basis beginning from the date of contract award for a period not to exceed three years.
