- Description
- This notice of intent is to acknowledge The Department of Housing and Urban Development's intent to award on a sole source basis a new contract to existing support contractor (Advanced Technology Systems, Inc) for continued development and revision support of TRACS automated system. Development efforts supporting Multifamily Housing's "Optimum Compliance" tenant certification reporting enforcement capability will enable TRACS to incrementally reduce assistance overpayments in FY 2003, FY2004, and beyond. Development efforts supporting the conversion of Section 8 contracts to the TRACS and PAS/LOCCS systems will require TRACS modifications to be completed by 4th quarter of Fiscal Year 2003. Technical support services sought consist of the following: 1) Analyze TRACS and/or TRACS subsystems software and document the required changes to implement Multifamily Housing's "Optimum Compliance" tenant certification reporting enforcement capability. Analyze TRACS and/or TRACS subsystems software, and document the required changes for each Business System and/or subsystem to implement improved processes for reviewing obligations balances, including the conversion of all Section 8 contracts from HUDCAPS to the TRACS and PAS/LOCCS systems. Analyze TRACS and/or TRACS subsystems software and document the required changes for each Business System and/or subsystem to implement system enhancements to better identify and recapture excess budget authority through an automated interface with the Project Accounting System (PAS). 2) Prepare a plan including deliverables and milestones for scheduling the delivery of the database and software. 3) Prepare Functional Requirements Documents in support of the identified and outlined development initiatives. 4) Develop and revise design documents in support of the identified and outlined development initiatives. 5) Execute the software and database changes as per the approved project plan. 6) Conduct unit, system, and integration level testing for all software releases. 7) Integrate development efforts required to achieve the identified development initiatives with other system maintenance initiatives. 8) Perform testing through the HUD Test Center. 9) Deploy the revised software. The period of performance for this requirement will be for no less than nine months starting tentatively between the June-July 2003 timeframe
