Description
The North Atlantic Treaty Organization (NATO) invite bids for an external Project Management Team (PMT) to manage, on NATO?s behalf, the construction of its new Headquarters. The new NATO headquarters project involves the design and construction of a park of modern office buildings including special security-enhanced protected areas (communications center, classified document registries, etc.), a large conference center, various common facilities (Information and Press, restaurants, caf? bars, cafeterias, shops, etc.), a staff center (sport, leisure and cultural activities), utilities, roads, car parks and landscaping works. The selected PMT will receive policy guidance from, and report directly to, the Internal Management Group (IMG) which represents the owner of the project and has overall responsibility for the project. The IMG, appointed by the nations, will monitor the services of the PMT, Concept Design team (CDT) and Works Contractors. The PMT will co-ordinate the work of the CDT and the Contractors. In order to safeguard fair and open competition, thereby ensuring that all bidders are treated equally, objectively and impartially, all companies, consultants or sub-consultants, declared or known to NATO, who have been, or are currently commissioned, by NATO, to provide support/intellectual services for the new NATO Headquarters project, will be excluded from participating in this PMT competition. Intellectual Services considered exclusionary are, inter alia: Defining Project Requirements; Developing the Concept Design; Auditing the project; Writing Statements of Work and/or evaluating bids relating to design, management and construction of the new NATO Headquarters. It is envisaged that the successful bidder will provide Project Management services for the lifetime of the project. Provided that he has obtained the required NATO security clearances, the Successful Bidder will be offered an initial contract for the first 3 years with the possibility of annual contract extensions thereafter, based upon satisfactory performance. Details on pricing and other conditions will be stipulated in the ICB document. Potential bidders are invited to note that the Concept Design Team (CDT) Designate has been selected and that the CDT contract is scheduled to be awarded before the summer of 2003. It is anticipated that the ICB documents will be issued mid-May 2003. The closing date for receipt of bids is scheduled for early July 2003 with no possibility of extension of this bid closing date. Bidders will be required to declare a bid validity of 6 months form the closing date for receipt of bids, supported by a bid Guarantee fo E 100,000. Should the selection and award procedure exceed 6 months estimate, firms will be requested to voluntarily extend the validity of their bids and Bid Guarantee accordingly. Upon expiration of the 6 months initial validity, Bidders may withdraw their bid and excuse themselves from the bidding process without penalty. If companies enter into a consortium, the country of origin will be determined by the geographical location of the legal entity of the consortium. Consortia, or companies, which have submitted a bid under the previous competition, are invited, if still interested, to request their respective National Authorities to submit their nomination formally through a Declaration of Eligibility. Successful bidder and staff, either visiting or working at NATO installations and sites in connection with this contract must have NATO SECRET security clearance.
