- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. EMV-2003-RQ-0027, issued as a Request for Quotation (RFQ), is for the purchase of JTECH communications equipment, or equal, as identified below. The solicitation document and incorporated provisions and clauses are those in effect thru Federal Acquisition Circular 2001-13. This procurement is being solicited on an unrestricted basis. Only one award will result from this solicitation, via the issuance of firm-fixed-price simplified acquisition order(s) or by a credit card award. The NAICS Code is 334290/Small Business Size is 750. Items are req'd to be delivered, FOB Destination, to FEMA, Mt. Weather Emergency Assistance Center, Bluemont, VA 20135, which is also the place of inspection & acceptance. Gov'ts desired delivery time is 4-6 wks after receipt of order however, earlier delivery will be accepted. ITEM 1. 1 EA Telephone Interconnect w/RS232 8205, ITEM 2. 1 EA Message Sender w/TeleInter Wireless Office, ITEM 3. 1 EA 35 Watt Frequency Amplifier - 462.7750MHz, and ITEM 4. 150 EA Apollo 4Line Alpha Pagers no groups. All the aforementioned items will be purchased as one pager system, thus, only one source will provide the required items. The following specifications apply to the pager system to be purchased. Paging Unit: Operating Frequency ? UHF 430-470 MHz band, 12.5 KHz channeling, Output power maximum ? 35 Watts (with or without an external amplifier), Handing Capabilities ? support up to 300 alphanumeric pager units, FSK 512 Bps, POCSAG, Alphanumeric Coding, Telephone Interface (2 line minimum), using DTMF and standard Bell ring voltage and Auto prompting, PC Message Sending from up to 100 users, Warranty with 24/7 support, Pagers: 150 Alphanumeric pagers with belt clips, UHF 430-470 MHz band, Alert tones and vibration switchable, Background lighting, Four line display, with message scrolling, 120 character minimum, Message storage memory slots, Duplicate message detection, Selective message lock and deletion, POCSAG, FSK modulation, Warrant with 24/7 support. BASIS FOR AWARD - MANDATORY: Successful Contractor must be capable of providing a pager system that meets all the above required specifications. If the offeror is proposing an "or equal" product, the offeror is required to submit descriptive literature for the proposed "or equal" product. Said literature must be adequate in order to allow the Government to make a determination that the proposed product meets the Government's minimum requirements. EVALUATION: The Gov't will make award to the responsible offeror whose offer conforming to the stated requirements will be most advantageous to the Gov't, price & other factors (i.e., past performance and quality) considered. Technical is of greater importance when compared to price, therefore, the Gov't will utilize Best Value procedures IAW FAR Subpart 13.106 in making award. A best value determination will then be made based on: (a) past performance, (b) quality, and (c) price. Past performance and quality are considered to be of equal technical value. Offerors are to submit, as part of their response, three recent sources that can verify past performance of similar items of comparable dollar value (include current point of contact and telephone number of each source). The provision at FAR 52.212-1 "Instructions to Offerors--Commercial" applies to this acquisition. Offerors are to include a completed copy of FAR provision 52.212-3 "Offeror Representations and Certifications--Commercial Items" w/their response. The following FAR clauses also apply: 52.212-4 "Contract Terms and Conditions--Commercial Items," 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items," with the following clauses cited in 52.212-5 being applicable to this acquisition: 52.222-26 "Equal Opportunity," 52.222-35 "Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era," 52.222-36 "Affirmative Action for Handicapped Workers," 52.222-37 "Employment Reports on Disabled Veterans and Veterans of the Vietnam Era," 52.225-3 "Buy American Act--Supplies," and 52.232-34 "Payment by Electronic Funds Transfer-Other than Central Contractor Registration."
