THIS IS AN AMENDMENT TO SOLICITATION APVSHQPC-0005-3 TO ADD THE FOLLOWING ADDITIONAL REQUIREMENTS FOR INITIAL TESTING OF PROCEDURES ON PILOT PONDS BEFORE USE ON ENTIRE FARM AS FOLLOWS: CONTRACT WILL BE AWARDED TO ONE OR MULTIPLE OFFERORS TO DO PILOT TESTING ON A FEW PONDS (TWO OR MORE PONDS WITH LIME AND TWO OR MORE PONDS WITH CHLORINE) AND EFFECTIVENESS OF OFFEROR'S TREATMENT MUST BE DEMONSTRATED BEFORE TREATMENT OF ENTIRE FARM CAN PROCEED. TESTING MUST DEMONSTRATE THE FOLLOWING: 1. FOR CHLORINE: MUST DEMONSTRATE HOW LONG TO TREATMENT TAKES TO GET TO 2 PARTS PER MILLION AND CAN MAINTAIN THIS LEVEL FOR 6 HOURS. 2. FOR LIME: ONCE THE PH LEVEL IS BROUGHT TO LEVEL OF 12 THE TIME WILL BE MEASURED TO SEE HOW LONG IT TAKES TO RETURN TO 8.5 LEVEL. RESULTS OF TESTING OR OTHER DEMONSTRATED ABILITY TO PERFORM NEEDED RESULTS WILL BE NEEDED BEFORE FULL CONTRACT WILL BE AWARDED. COMPANY OR COMPANIES WILL BE COMPENSATED FOR TEST PILOT EFFORTS. IN ADDITION, DEPENDENT ON TEST RESULTS AND PRICE RELATED FACTORS, USDA RESERVES THE RIGHT TO AWARD MULTIPLE CONTRACTS FOR THIS EFFORT. The USDA, Animal and Plant Health Inspections Service (APHIS), Veterinary Services(VS), Riverdale, MD, intends to procure the services/equipment for the cleaning and disinfection of pond water at a farm in Kernersville, NC area in accordance with the statement of work below. NAICS Code: 325414. This will be a firm fixed price contract. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular 01-13. Applicable FAR clauses are incorporated by reference: Prompt Payment 52.249-1 (4/84); Changes--Fixed price 52.243-1 (8/87); Instruction to Offerers - Commercial Items 52.212-1 (10/00); Evaluation-Commercial items 52.212-2 (10/97); Offerer Representations and Certifications 52.212-3 (10/98); Contract Terms and Conditions-Commercial Items 52.212-4 (4/98); Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items 52.212-5(10/98);. ALL RESPONSIBLE SOURCES MAY SUBMIT A QUOTATION FOR CONSIDERATION. Award will be made to the lowest technically acceptable priced responsive responsible offerer. Proposals are due by Wednesday, June 4, 2003 11:00 AM CST. Offers should include tax payer identification number and DUNS number and business size. STATEMENT OF WORK: CLEANING AND DISINFECTION OF POND WATER Granular chlorine or lime will be broadcast at a quantity sufficient to achieve a concentration of at least 2 ppm free chlorine for 6 hours measured in all 4 quadrants of the ponds. The chlorine level must be at less than 0.1 ppm before release. If required, chlorine can be neutralized with sodium thiosulphate as needed (up to 2 ppm thiosulphate per ppm free chlorine). Promptly following the chlorination holding time, drain the pond(s). Broadcast lime on the top of the remaining sludge. There are 202 ponds to be treated, ranging in .5 acre to 2 acres in size. It is estimated that the contract will take 2-4 months to complete. These ponds are all located on one farm on the North Carolina/Virginia border near Kernersville, NC. Special equipment will be required to broadcast the chlorine. The contractor will supply a supervisor to oversee laborers who will be hired by the farmer. APHIS will compensate the farmer for the cost of labor. Thus, the quoted price should exclude laborer costs and included only costs of supervisor and use of special equipment and materials.
