Description
The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) has a rquirement for clerical support services. This is an OMB Circular A-76 Direct Conversion with Cost comparison Study. Two Sources Sought Notices were published previously under Number NRCS-6-GA-03. The purpose of this study is a direct conversion with cost comparison of clerical support services for the USDA-NRCS located in eight cities within the State of Georgia (Augusta, Boxley, Blakely, Calhoun, Dallas, Hinesville -- to be moved to Richmond Hill later this year, Soperton, and Watkinsville, Georgia). These services are surrently being performed by Government personnel. In accordance with the OMB Circular A-76, commercial offers will be sought to perform clerical duties on-site at each location; duties include bt not all inclusive, using computer hardware and software such as Microsoft Word, PowerPoint, Access, Excell, Adobe Acrobat, etc. in the creation of corrrespondence, reports, minutes of meetings, and technical, text, and statistical materials using color and black and white printer capabilities; receiving visitors, making telephone calls, preparing and managing staff calendars, managing all incoming telephone calls, providing meeting and conference services; making travel arrangements; file management; and basic clerical research to assist supervisor for publications. It is anticipated that any contract resulting from the solicitation will have a one-year base period and four one-year options. The solicitation will be by Reguest for Proposals and any resulting award will be by firm fixed price, performance-based service contract. This is a total small business set-aside. The small business size is based onNAICS Code 561410, which is $6 million in average annual receipts. The solicitation will be available on or about June 14, 2003 and must be downloaded from this website. Hard copies fo the solicitation will not be available. The price range is between $500,000.00 and $1 million. All questions must be directed to the contracting officer in writing by e-mail only at carolyn.adams@ga.usda.gov. Other types of inquiries are not acceptable. The anticipated date for receipt of offers is on or about July 15, 2003. All responsible sources may submit an offer, which shall be considered by the agency. The U. S. Government reserves the right to retain the work in-house and make no contract award.
