- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. RFQ Reference Number 03-842-4261 is issued under FAR Part 13, Simplified Acquisition Procedures. Quotes are requested. The RFQ incorporates provisions and clauses in effect through Federal Acquisition Circular 13 ,April 17, 2003. The National Institute of Standards and Technology (NIST) has a BRAND NAME OR EQUAL requirement for Radiance 2100 Confocal Microscope System manufactured by Bio-Rad Laboratories, Inc., Life Science Group, 2000 Alfred Nobel Drive, Hercules, CA 95547. CLIN 0001, Quantity of 1, Bio-Rad Catalog Number 515-011/03, Radiance 2100 A-1Q AOTF Confocal/Visible System with One Internal Detector with 4 Line Argon Ion Laser, includes: a) Scan Head, Instrument Control Unit and computer interface kit, b) 4 line Argon Ion laser (457,477,488,514 nm) c) One detector module with high efficiency emission filters, d) AOTF to control excitation light.; CLIN 0002, Bio Rad Catalog Number 515-0219/01, Quantity of 1, TE2000 side (TV) post adapter, Note: The TE2000U microscopy requires specialist on-site modification. The confocal microscope system must possess the following salient characteristics. (1) The system must be a laser-scanning, confocal imaging system, suitable for analysis of biological and/or materials specimens. (2) The system must be able to operate in fluorescence, reflection or non-confocal transmission mode. (3) The system must be able to adapt to an inverted microscope from any of the three major manufacturers, Zeiss, Olympus and Nikon. (4) The system must utilize high transmission (> 97%) fiber optic cable to transmit the emitted light to the detectors, which housed separate from the scanhead to improve signal to noise. (5) The system must use separate confocal apertures for each detector in order to optimize optical resolution for varying wavelengths at each detector. (6) The system must use continuously variable, round, macroscopic confocal apertures to avoid limitations imposed by micron-sized, mechanical apertures. (7) The system must have emission filters for each detector that can be accessed and readily changed by the end-user. (8) The system must have detectors enhanced by prisms to optimize light collection. (9) The system must be fully upgradeable for femto-second, multi-photon microscopy. Quotes shall be firm-fixed price. Delivery shall be to NIST, 100 Bureau Drive, Gaithersburg, MD 20899-0001. The Government will award a purchase order to the responsible offeror whose technically acceptable quote represents the best value, price and other factors considered. The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The clause 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition.
