Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL NFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. *** This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-13. ***The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. All interested parties may submit a quote. ***The National Institute of Standards and Technology (NIST), has a requirement for equipment for a Gas Chromatography/Mass Spectrometer (GC/MS) System. *** All interested parties are invited to submit a quote for the following line items: LINE ITEM 0001: Quantity one (1) each - Gas Chromatography/Mass Spectrometer (GC/MS) System in accordance with the following specifications: GC/MS system shall consist of the following: (1) Gas chromatograph including: (a) Multi-temperature controllable oven with operating temperature range of 4 ?C -450?C; (b) Temperature setpoint resolution of 1?C; (c) Minimum number of temperature programming steps to be 7; (d) Temperature ramp rate of up to 250?C/minute (min); (e) Column Oven Cooling 300?C to 50?C < 5 minutes; (f) Standard and automated temperature and pressure control valves (for all gases); (g) Injection port pressure capability greater than 950 kilo(k)Pascals (Pa); (h) Timed split mode control available to conserve carrier gas; (i) Total flow capability on the flow controllers to 1200 milliliters(mL)/min or greater; (j) Pressure programming possible (> 5 steps up to 400 kPa/min); (k) Constant flow and constant linear velocity modes should be available; (l) Ability to analyze gas and liquid samples; (m) Time-programmable injectors (split/splitless) and detectors, minimum of 2 for each; (n) Split flow control from 0 to 1500:1; (o) Ability to reproducibly set operational parameters; (p) Capable of upgrade to an autosampler controlled by computer data station; (q) Flame Ionization Detector (FID) detector including: < 5 pg carbon/sec, minimum linear dynamic range of 107, operating temperature limit of 450?C, electronic flame ignition, auto re-ignite, electronic pressure/flow control, interface to computer data station, FID signal detection and data processing (integration for quantification). (2) Quadrupole Mass Spectrometer including: (a) Electron Ionization (energy selectable from -10 to 200 electron-Volts (eV)); (b) Mass range of 1.5 -1000 atomic mass unit (amu); (c) Minimum scan speed of 5,200 Daltons(Da)/second (sec); (d) 1 amu resolution; (e) Mass stability: 0.15 Da/12 hour; (f) Emission current settable from 10-250 microamperes (mAmps); (g) Source should be of a dual filament design for high throughput; (h) The ion source should be easily accessible for cleaning and not require disassembly of the mass spectrometer from the GC; (i) Mass spectrometer design should have pre-quads that are easily cleaned to ensure prolonged cleanliness of the main quadrupoles; (j) Scan and selective ion monitoring (SIM) modes; (k) For SIM analysis, over 50 sets of 50 ions should be available; (l) Column flow rate of 1.5 to 15ml/minute; (m) Turbomolecular pump with 250L/s minimum capacity for clean backgrounds; (n) Capable of detecting of positive and negative ions; (o) Sensitivity for Octafluoronaphthalene should be 1 picogram (pg) > 60:1 RMS; (p) Automatic tuning for both mass pattern and sensitivity; (q) Capable of Chemical Ionization (CI) upgrade; (r) Capable of upgrade for direction insertion probe for the volatilization of liquids or solids into the mass spectrometer ionization chamber. (3) Data Station including: (1) Computer including minimum: 2GHz Desktop PC, Pentium P4 processor with integrated AGP video, 512 MB RAM, 40GB 7200rpm Hard Drive, 1.44Mb 3.5" floppy, 20/48Xmax CD-RW drive with Adaptec Easy CD Creator, Integrated sound card and speakers, 16Mb video driver, keyboard, mouse, Windows 2000 software (software wizards with help screens and tutorials are useful), and 17inch color monitor; (2) GC/MS software including Instrument control, FID detector control, MS detector control: autotuning of the mass spectrometer, Multi-method storage for various chromatographic runs (carrier gas flow and oven, injector, and detector temperatures; Auto start-up and auto shutdown of pumps and temperatures and capability of re-starting in the event of temporary power outages; While running a batch, the software should be able to perform self-diagnosis of items such as septum or liner maintenance, and monitor for air leaks, baseline noise, ion ratio, isotopic resolution, and re-tune on failure automatically; User access to the system should be customized for each user such that certain functions or parameters cannot be altered, and a complete audit trail of instrument usage, error messages, and system checks should be maintained; The ability to collect from a second detector is required; Data processing, For both FID and MS signals, Retention calibration, Peak (mass) identification and Quantification; Calibration with up to 10 levels and curve fit methods such as linear regression, multi-point, mean response, internal standard, external standard; The report generator should be completely flexible and not require the use of macros; Pictures, logos, text should be capable of being placed anywhere on the page, and the report should be able to be previewed prior to printing using a WYSIWYG type functionality. (4) The system shall also include the following: 6 port Hastalloy type, electric actuated valve, a minimum of 1/8 inch, heatable up to 175?C, and control of valve by GC/MS software; a User Training Course; a NIST or Wiley Mass Spectral Identification Library; and a Laser jet Printer. *** DELIVERY SHALL BE FOB DESTINATION. Delivery is required within 6 weeks after the Order is placed. *** The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. *** Award shall be made to the offeror whose quote offers the best value to the Government, technical, price, and other factors considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance, and 3) Price. Technical and Past Performance, when combined, are more important than price. *** Evaluation of Technical Capability shall be based on the information provided in the quotation. Offerors shall include the make and model of the product, manufacturer sales literature or other product literature that clearly documents that the offered product meets or exceeds the specifications stated above. Evaluation of Past Performance shall be based on the references provided in accordance with FAR 52.212-1(b)(10) and/or information provided by NIST and its affiliates. Offerors shall provide a list of at least THREE (3) REFERENCES to whom the same or similar products have been sold. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. Past Performance shall be evaluated to determine the overall quality of the product and service provided by the Contractor. Offerors with no relevant past performance shall not be evaluated favorably or unfavorably. *** The following provisions and clauses apply to this acquisition: PROVISIONS: 52.204-6 Data Universal Numbering System (DUNS) Number; 52.212-1 Instructions to Offerors-Commercial Items.
