Description
The National Institute of Standards and Technology (NIST), Acquisition & Logistics Division, on behalf of the Optical Technology Division, intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with Asylum Research of Santa Barbara, CA, for the upgrade of an Asylum molecular force puller.***NIST's existing Asylum, Model MFP-1D will be upgraded to the Model MFP-3D Atomic Force Microscope. The upgrade is required to be a drop in replacement to the existing system and make use of all existing programming efforts. The upgrade will assist NIST in meeting the goal of performing simultaneous optical and mechanical measurements on a single molecule.***Sole source determination is based on Asylum being the sole manufacturer and provider of the existing equipment, equipment required for the upgrade, and software necessary to utilize the equipment. Furthermore, the existing Asylum equipment is an atomic force puller that NIST has built optics and software around. It is well integrated into this larger system. Asylum is the only manufacturer who can provide an upgrade that will be a drop in replacement of the old system and utilize all existing programming efforts written in code "Igor". ***Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 90 days after receipt of order.***The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. ***No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by June 12, 2003, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
