- THIS IS A RE-ISSUE OF SYNOPSIS POSTED MARCH 3 TO CLARIFY DUE DATES. The Department of Health and Human Services, Health Resources and Services Administration (DHHS, HRSA), solicits proposals from organizations with the capability to provide for the operation of a resource center, which will provide information and technical assistance to States, Territories, organizations and individuals pertinent to the systems of care for individuals with Traumatic Brain Injury (TBI) and their families. In addition, this proposed contractor would conduct information activities via databases, Listerserv, web sites, product dissemination, training, etc. The Contractor shall provide support to Maternal and Child Health Bureau (MCHB) TBI Program, assist with policy development; and, in consultation with HRSA Office of Communications, conduct outreach and assist with special interest activities. To succeed, the proposed contractor must: 1) develop service delivery infrastructure; 2) develop effective programs that improve access to health and other TBI services; 3) develop plans for sustainability after Federal funding ends; 4) develop plan, implement, and evaluate TBI related initiatives; 5) identify resources, develop strategies, and implement programs for children and youth; 6) ensure activities are appropriately family centered and culturally competent; 7) demonstrate a comprehensive understanding of the Government?s philosophy, goals, strategies, measures of success, and expectations. The Government intends to let a cost plus fixed-fee contract with a five-year period of performance. The actual effort may vary as a result of negotiations.
