Description
The Range Instrumentation Systems Program Office, Air Armament Center (AAC), Eglin Air Force Base (AFB), Florida, plans to award a sole-source contract to Cubic Defense Applications, Inc. (CDA), 9333 Balboa Avenue, San Diego, California 92123, for the acquisition of an operationally critical Range Security Enhancement (RSE) for the Nellis Air Combat Training System (NACTS) at Nellis AFB, Nevada. The RSE will integrate classified and compartmented programs within the existing NACTS training and exercise programs to improve efficiency, effectiveness and synergy of operational capabilities. The Air Force has a requirement to integrate sources of mission participant information using Link-16 data from various systems including all Joint Tactical Information Distribution System (JTIDS) terminals and the Multifunctional Information Distribution System Low Volume Terminal (MIDS LVT) variants 1, 2 and 3. The MIDS LVT3 [or Fighter Data Link (FDL)] is used on F-15 aircraft. The NACTS RSE must provide capability to receive Link-16 messages delivered on an Internet Protocol (IP) Network, process user selected messages, and display user selected Link-16 information on networked debriefing workstations [Individual Combat Aircrew Display System (ICADS) and Advanced Display & Debriefing System (ADDS) Type A Upgrade (ATAU)] and on ICADS debriefing workstations used for debriefing non-NACTS instrumented participants. CDA has the resources to successfully accomplish NACTS RSE and is uniquely capable of performing the tasks since they developed, installed, and modified the existing training systems under the initial NACTS program. In addition, ICADS is a proprietary product of CDA and is not available from any other source. Information associated with this effort is unclassified, or classified up to, and including, SECRET.
