Description
This is a market survey only. The US Army Picatinny Arsenal, New Jersey anticipates soliciting a contract for a contractor to perform full housing maintenance services. The purpose of the anticipated contract is to comply with the cited presidential directive ?The Personal Responsibility and Work Opportunity Act of 1996? for federal agencies to implement a welfare-to-work program for welfare recipients, integrating the State of New Jersey's Work First program for training welfare recipients into the contractual process. In accordance with the New Jersey, P.L.1997, CHAPTER 13, Assembly, No.14 AN ACT concerning welfare reform, supplementing Title 44 of the Revised Statutes and amending P.L.968, C.413, P.L.1987, the contractor cannot be a private or for profit employer. The contractor will be a public or private non-profit or private charitable or occupational work center with the capability to provide suitable training programs for such welfare-to-work recipients. The contractor will provide an experienced maintenance supervisor and general maintenance workers skilled in the various trades necessary to perform work and to implement a training program for welfare-to-work recipients. The objective of the program is to accomplish the work, while preparing the welfare-to-work recipients to pursue a career in the field of general maintenance worker. The contractor's services will include, but not be limited to, performing all interior and exterior work associated with the maintenance, repair and incidental improvements that are customarily performed on residential family homes and apartment complexes. In general, the contractor will operate in the same capacity as a Maintenance Office Department at a commercial rental complex. This procurement action has a projected award in the 4th Qtr FY03, with an anticipated 3-month period of performance for the base year with four option years.
