Description
NA The U.S. Army Corps of Engineers (USACE), Portland District is anticipating awarding a best value contract for archaeological reconnaissance at The Dalles Lock and Dam, North Side. The purpose of the contract will be to conduct systematic evaluations of v arious cultural resource sites within the north side of The Dalles Project areas. The Dalles project extends from River Mile 191.5, to the John Day Dam on the Columbia River. Cultural resources found there reflect both the great span of time in which hum an being have occupied the Columbia River Basin and the significance of riverine environments to a number of cultures. Past archaeological studies have identified the majority of sites now known within the project area. The sites will be evaluated for the ir National Register of Historic Places (NRHP) eligibility. All artifacts and records, which result from this contract, will be curated in accordance with 36 CFR 79. The contractor shall utilize the services of the Yakama Nation cultural resources progr am personnel in order to represent the tribal view of cultural resources within Yakama ceded lands and to insure that traditional knowledge of cultural places and activities in the area receive respectful consideration during the evaluation process. Such knowledge shall be utilized along with scientific archaeological methods in evaluating the sites. Knowledge of traditional and sacred places and archaeological site locations is necessary for appropriate comprehensive management of those areas located on Federal property. Review all pertinent information on numbered sites, proposal shall reflect a familiarity with the sites. Develop a comprehensive evaluation strategy to be used for determining the eligibility of the identified sites, including the sequen ce/order in which sites should be evaluated. Excavate a minimum of 10 cubic meters at each site and estimate a maximum of 60 cubic meters excavation for the entire project. Make recommendations for each site tested in regard to its eligibility for the National Register of Historic Places. Prepare draft and final reports. The following staff shall be available to carry out this contract: Program Manager to manage the contract and coordinate the documentation and reporting requirements. Principal Inve stigator is to ensure reporting and documentation standards. Bidder??????s shall have available a cultural resources staff with appropriate skills and training to assist the Principal Investigator. The Contractor shall be able to demonstrate the capabili ties of key project personnel to successfully complete all phases of identified work. The contractor shall obtain the services of personnel from the Yakama Nation Cultural Resources Program to insure that tribal knowledge of cultural resources in the sur vey area is incorporated into the study. This procurement will be selected based on best value to the government with the submission technical proposals required. The small business size standard for this procurement is a concern, including all affiliates, with average annual gross sales or receipts for the proceeding three years not in excess of $6 million.
