Description
The United States Environmental Protection Agency (EPA) has a requirement to provide the National Program Chemicals Division (NPCD) with technical and administrative support. The NPCD is responsible for developing and managing multi-media regulatory and non-regulatory initiatives and operating programs to reduce and manage risk from NPCs and other priority risk management chemicals, carrying out post promulgation activities, designing, developing and implementing technical programs as necessary to support management of NPCs and other priority chemicals. To meet the initiatives for all NPCs, the resultant contract will require contractor support in the following areas: Regional and State Program Coordination, National Chemical Hotlines, Clearinghouses and websites, Training, State Program Development Grants, ASHAA Loan and Grant Program, State Program Assistance and Implementation, Public Education Programs and Assistance, Environmental Justice Grants Management and Implementation, National Lead Certification Exam, Training Course Provider Directories, PCB Outreach and Materials Development, Model Course Development, Other National Chemical Program Inititatives (e.g. Dioxin, fibers, mercury), and Public Surveys. Tasks under the Statement of Work include Records Management Services, Graphic Arts and Task Deliveries, Communications and Outreach, Asbestos Program Support, and certain performance-based tasks such as Document Preparation, Publication Support and Foreign Language Translation. The North American Industry Classification System (NAICS) code is 541519. The anticipated contract will be a Cost Plus Fixed Fee (CPFF) and Firm Fixed price IDIQ (Performace Based) with 12-month base period and four 12-month option periods. The Request for Proposal (RFP) should be posted on the Internet on or about June 16, 2003. Proposals shall be due approximately Forty-Five (45) days after the RFP issuance date. This procurement will be conducted as small disadvantage business (8a) set-aside.
