Description
NA This announcement is for the purpose of soliciting names of design-build construction firms interested in submitting an offer to provide design-build services for the Millennium Village project at Al Udeid Air Base in the State of Qatar. Only U.S. and Qat ar firms are invited to participate in this project. The solicitation will contain Defense Federal Acquisition Regulation Supplement clause 252.236-7010, Overseas Military Construction-Preference for United States Firms. Offers from firms that do not quali fy as U.S. Firms will be evaluated by adding twenty (20) percent to the offer. U.S. FIRM DEFINED: United States firm means a firm incorporated in the U.S. that complies with the following: (1) the corporate headquarters are in the United States; (2) t he firm has filed corporate and employment tax returns in the U.S. for a minimum of two years (if required), has filed State and Federal income tax returns (if required) for two years and has paid any taxes due as a result of these filings; and (3) the fir m employs U.S. citizens in key management positions. JOINT VENTURE AS U.S. FIRM: Joint venture (JV) arrangements are allowed so long as the U.S. Government can classify the JV as a U.S. firm. For a JV to be considered a U.S. firm, the U.S. partner mus t meet the definition of a U.S. firm and must be the controlling partner, with at least a 51% vested financial interest in the JV. PROJECT SCOPE: Design and construct permanent facilities to include billeting facilities, dining facility, fitness center, medical facility, fire station, community mall, dog kennel, and site security related facilities and systems. The magnitude of this construction project is between $60,000,000 and $95,000,000. All work is to be performed adjacent to Al Udeid Air Base in the State of Qatar. The expected contract duration is 24 to 36 months. ADDITIONAL REQUIREMENTS: All otherwise eligible firms shall be licensed to do business in the State of Qatar or demonstrate the ability to be licensed at contract award and will com ply with the laws and regulations of the State of Qatar to become licensed. Contractors responding to this notice and meeting all conditions of this notice will receive a request for proposal. PLANS AND SPECIFICATIONS: The solicitation, plans, and speci fications will be furnished on CD-ROM. Two (2) CDs will be provided to prime contractors only. Subcontractors and suppliers will not be provided CDs and must obtain information on this project from prime contractors. The list of prime contractors will be posted to the Transatlantic Programs Center Internet site upon issuance of the RFP. Subcontractors and suppliers should refer to the planholder's list in order to make their contacts with prime contractors. SOLICITATION PROCEDURES: The solicitation will be a request for proposals (RFP). A firm fixed price contract is contemplated. Contract awa rd will be based upon a best value analysis of all proposals. Complete evaluation criteria will be conveyed within the RFP. The Government may include optional items in the solicitation. ACQUISITION TIME LINE: Tentative date for issuance of Request for Proposal (RFP) DACA78-03-R-0031 is 01 Jul 03. Tentative date for a Site Visit and Pre-proposal Conference is 14-15 Jul 03. Attendance is recommended but not mandatory. Tentative date for receipt of proposals is 20 Aug 03. Tentative date to award the de sign-build contract is 23 Sep 03. SOLICITATION REQUESTS: A planholder's list was not developed from contractor inquires and responses to the market survey announcement posted at FedBizOpps May 05, 2003. Interested firms, including all firms that respon ded to the market survey announcement, must respond to this pre-solicitation notice and request the solicitation documents. Prime contractors interested in rec eiving this solicitation should send a written request to either the address listed above or fax a copy to Mr. Rick Elder, 540-665-4033. The request must state the name of the company, mailing and shipping addresses of the firm, telephone and fax numbers, point of contact, and reference the solicitation number (RFP number). ALL REQUESTS MUST BE RECEIVED BY JUNE 16, 2003.
