Description
This is Amendment 0009 to combined synopsis/solicitation number USZA22-03-R-0027 that was issued on 22 Apr 2003 for BALCS-Compatible Quick Release Body Armor Vests. The purpose of this amendment is to make changes to the solicitation. Please note that this is the forthcoming Amendment referred to in Amendment 0006. The Government does not anticipate any more Amendments prior to receipt of proposals. The due date and time for receipt of proposals remains June 6, 2003 and 1400. Upon request via email to griffi1@socom.mil and hollandm2@socom.mil, the Contracting Officer will furnish via email a MS Word file containing a conform copy of the entire synopsis/solicitation reflecting all changes made in amendments 0001-0009. Track changes was used to highlight the specific changes made by amendment 0009. Specific changes are as follows. *** [CHANGE 1] DELETE Sentences 5 through 7 from the beginning that discuss the contracts we intend to award. REPLACE with the following three sentences: ?The Government intends for this solicitation to result in the award of one or more indefinite delivery/indefinite quantity contracts with CLINs for LRIP items for DT/OT and priced option CLINs for a maximum of 25,000 Commercial Off the Shelf (COTS) quick release body armor vests that can be ordered over a five year period. The anticipated duration of the ordering period is from date of award for five years. The Government will order the LRIP quantities from all awardees, which will constitute the guaranteed minimum for the contract.? *** [CHANGE 2] In the requirements section, DELETE: ?The release system must employ quickly and allow the user to release the vest system quickly and easily without cutting away the material to remove the vest.? *** [CHANGE 3] In the requirements section, APPEND the sentence that begins ?the only exception is the likelihood?? with ?or introduced materials that are equal to or better than mil spec material (must be supported by technical data)? *** [CHANGE 4] ADD the following sentence to the requirements section: ?The system must be manufactured using proper construction techniques, cut and sewn using proper methods, use proper thread size and stitch counts, and in general, display evidence of quality manufacturing.? *** [CHANGE 5] In the requirements section, DELETE ?it must have a shelf life of not less than five years and maintain a service life of 120 days of field use defined as 18 hours of continuous wear while patrolling within each 24-hour period.? *** [CHANGE 6] In the requirements section, APPEND the sentence that begins ?it must repair easily with minimal requirements for tools and spare parts? with ?and easy to retrofit after the system is deployed?. *** [CHANGE 7] In the requirements section, INSERT ?simulated? before ?firing the individual weapon from any firing position? and ?two handed pistol shooting? 8. *** [CHANGE 8] In the requirements section, DELETE ?Sealed Delivery Vehicle (SDV)?. *** [CHANGE 9] In the requirements section, DELETE ?The system cannot hinder in the execution of infiltration/exfiltration techniques such as rappelling, STABO, FRIES, SPIES etc.? *** [CHANGE 10] In the contract line items section, ADD ?(Option)? after CLINs 0001 through 0012. *** [CHANGE 11] ADD the following new CLIN: ?CLIN 0013 LRIP Items?. *** [CHANGE 12] ADD the following clause: ?52.217-5 Evaluation of Options?. *** [CHANGE 13] DELETE the Addendum to FAR 52.212-2 in its entirety and REPLACE with ?(1) The first phase of the evaluation will consist of a review of the submitted data and samples to determine whether or not the proposed vests comply with all solicitation requirements identified in the Requirements section of the solicitation. Failure to meet all solicitation requirements may result in elimination from further evaluation and consideration. (2) The second phase of the evaluation will be comprised of three areas: Technical, Past Performance, and Price. The Technical Area Criteria are: performance; comfort; functionality. Technical is more important than Past Performance. Technical and Past Performance when combined are more important than price. Offerors must note the evaluation of performance, comfort and functionality will be essentially a subjective assessment by the technical evaluators. (3) All technical criteria are not of equal importance. Offerors should note that lighter weight is better and that additional credit in the evaluation will be given to those vests of lighter weight. (4) The Past Performance evaluation will determine the extent to which the contractor has made timely deliveries of a quality product compliant to the requirements on past contracts, customer satisfaction with services rendered, etc. (5) The proposals will be evaluated to determine the extent to which the contractor has the necessary resources to modify the commercial item. The company?s resources, specifically in the ability to modify the proposed commercial item to meet changes in technology, user?s needs, missions, etc., will be considered. (6) Award will be made to the offeror or offerors whose proposal represents the best value to the Government, considering the factors set forth in this solicitation.? *** [CHANGE 14] In the Addendum to FAR 52.212-1, DELETE the first sentence in Paragraph (1) and REPLACE with ?A product description with performance parameters and a discussion of current availability. Offerors must provide data that specifically addresses all requirements in this solicitation.? *** [CHANGE 15] All communications regarding this procurement, INCLUDING all requests for technical information on BALCS equipment, must be in writing and submitted via email to Sue Griffin at griffi1@socom.mil, with a copy to Mike Holland at hollandm2@socom.mil. [CHANGE 16] DELETE ?Mike Holland? and ?7659? as a point of contact for receipt of proposal. ***
