Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-13.***The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is unrestricted and all interested Contractors may submit a quote.***The National Institute of Standards and Technology (NIST), has a requirement for one (1) commercial CCD Camera System designed for use with a transmission electron microscope (TEM), specifically, a Phillips, Model EM 400T.***All responsible Contractors shall provide a quote for the following line items: LINE ITEM 0001: Quantity one (1) each CCD Camera meeting all of the following required specifications: High resolution (2048 X 2048 pixels) camera able to detect single primary (120 kV) electrons, i.e. the signal generated by the single primary electron must be greater than the noise level for a typical exposure of a few seconds. Exposure times shall range from 0.1 to 100 seconds. The frame rate shall be at least 5 full frames/second. The dynamic range of the ratio of signal/(signal of one primary electron) must be at least 14 bit (i.e. 16,384 gray levels). LINE ITEM 0002: Quantity one (1) each Image Acquisition and Analysis Software with the capability to perform all of the following functions: Real-time Fourier transform of the full image; Real time background subtraction; File management; and Image analysis including particle analysis and Fourier analysis and filtering. LINE ITEM 0003: Quantity one (1) each Computer with the following required specifications: Pentium IV CPU; 2.2 GHz clock rate; 512 MB RAM; 32 MB AGP VGA board for use with two monitors; 64 bit; 40 GB Harddisk; CD-RW drive (32x/8x/32x); 1.44 Floppy disk drive; 2 serial and 1 parallel interface; 3 button mouse; keyboard; quantity two 17" VGA-Monitors (43 cm, low radiation, resolution up to 1280x1024 pixel, 16 Mil colors, 65 Hz) and dual screen drivers. Operating system Windows 2000. LINE ITEM 0004: Installation to include, at a minimum: Uncrating of all equipment; Set-up and hook-up of all equipment; turnkey start-up. LINE ITEM 0005: Interfacing and Testing with the existing Phillips EM 400T TEM and Report. Verification shall include the following functions: Image and diffraction pattern acquisition and storage; Real-time FFT and background correction; Basic image processing. A report of system test results shall be provided. The report shall verify that all specifications in Line Items 0001 & 0002 have been met. *** DELIVERY SHALL BE FOB DESTINATION and shall be completed in accordance with the Contractor's commercial schedule. FOB DESTINATION means the Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.***All specifications shall be successfully demonstrated before final acceptance and final payment by the Government. Warranty shall commence upon final acceptance by the Government.***Award shall be made to the offeror whose quote offers the best value to the Government, technical, price, and other factors considered. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance, and 3) Price. Technical Capability, and Past Performance, when combined, are significantly more important than price.*** Past Performance and price shall not be evaluated on quotes that are determined technically unacceptable in accordance with the Technical Capability evaluation factor.***Evaluation of Technical Capability shall be based on the information provided in the quotation. Offerors shall include the make and model of the products, manufacturer sales literature or other product literature which clearly documents that the offered products meet or exceed the specifications stated above. ***Past Performance will be evaluated to determine the overall quality of the products and services provided by the Contractor. Evaluation of Past Performance shall be based on the references provided IAW FAR 52.212-1(b)(10) and/or information provided by NIST or its' affiliates. Offerors shall provide a list of at least THREE (3) REFERENCES to whom the same or similar products have been sold. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; the date of delivery or the date services were completed, and a list of deliverables provided.*** The following provisions and clauses apply to this acquisition: Provisions: 52.212-1, Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items. Clauses: 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, including subparagraphs: (11) 52.222-21, Prohibition of Segregated Facilities; (12) 52.222-26, Equal Opportunity; (13) 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; (14) 52.222-36, Affirmative Action for Workers with Disabilities; (15) 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; (16) 52.222-19 Child Labor - Cooperation With Authorities And Remedies; (19) (i) 52.225-3, Buy American Act--North American Free Trade Agreement--Israeli Trade Act; (21) 52.225-13 Restrictions on Certain Foreign Purchases; (25) 52.232-34, Payment by Electronic Funds Transfer--Other than Central Contractor Registration; and Department of Commerce Agency-Level Protest Procedures Level Above the Contracting Officer, which can be downloaded at www.nist.gov/admin/od/contract/agency.htm. ***All offerors shall submit the following: 1) Two (2) copies of a quotation which addresses all Line Items; 2) Technical description and/or product literature; 3) Description of commercial warranty; 4) Two (2) copies of the most recent published price list(s); and 5) A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items which may be downloaded at www.acqnet.gov/far. ***All quotes should be sent to the National Institute of Standards and Technology, Acquisition and Logistics Division, Attn: Carol A. Wood, Building 301, Room B129, 100 Bureau Drive, Stop 3571, Gaithersburg, MD 20899-3571. ***Submission must be received not later than 3:00 p.m. Eastern Standard Time on JUNE 16, 2003.
