- Description
- Region 6 Regional Aviation Group intends to issue a solicitation for a dry lease of (one) aircraft. This aircraft is to be primarily used by the U.S. Forest Service (FS) in fire and aviation management activities. Types of work will be in passenger and cargo transportation (administrative use), resource management, pilot training and proficiency, and transportation in support of accomplishing the purposes of the Regional Aviation Group. To a lesser degree, the aircraft will be used in Washington and Oregon as a backup to aerial supervision (special use) and to help in reducing the hours flown on fleet aircraft dedicated solely to fire suppression. Aerial supervision includes flights near forest fires and smoke, in mountainous terrain, with some operations at lower altitudes directing the activities of other airborne resources. This aircraft will be operated by mission/agency qualified government pilots with scheduled and minor maintenance furnished by the Government. The aircraft will be delivered to Redmond, Oregon (RDM). Thereafter, it may be assigned to various geographic areas in the Lower-48 and Alaska. The FS has cooperative fire agreements with other government agencies, Canada and Mexico for the sharing of aviation resources. The aircraft will be available seven days a week under exclusive use to the Government. Aircraft used on this contract will be maintained under provisions of 14 CFR Parts 43 and 91 unless otherwise authorized by the Contracting Officer (CO). The aircraft offered for this contract shall have a Standard Airworthiness Certificate. The installation of any equipment required by this contract must be approved in accordance with the Federal Aviation Regulations. Aircraft Target Requirements - Aircraft shall be Multi-Engine Pressurized Turbine Aircraft with the following target characteristics: Contract Fuel: At least 4 hours of fuel calculated at 75% max rated power or high/max cruise at ISA and 10,000 foot pressure altitude. Contract Seating: Seating for no less than five passengers in addition to the pilot seat. Contract Payload: Payload capacity for 1400 pounds when equipped for Contract Fuel and a 200 pound pilot. Capability of flight in known icing conditions and approved for single pilot IFR per 14 CFR 135. The estimated date of solicitation issuance is June 17, 2003.
