Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a proposal is being requested and a written solicitation will not be issued. This request for proposal (RFP), number 284-R-03-0002 is for the following proprietary software, available on a sole source basis from TECSYS US Inc, 10488 Buxton Place, Powell, OH 43065: (1) EliteSeries Transportation Management System (TMS) Release 7.10; (2) TMS Integration to include TMS Integration Module (Single Warehouse license), Retro-fit Specified Generic interface functionality from 7.x to HHS 6.3 (current) implementation: Advanced Routing Integration, Carrier-Compliant Labeling and Automatic Ship-Complete; (3) TMS Shipping Station license (5 shipping workstations); (4) On-Site Installation and Configuration of TMS according the schedule; and (5) Support for EliteSeries TMS, EliteSeries Interface and Shipping Interface. All deliveries shall be made FOB Destination to Department of Health & Human Services, Supply Service Center, Perry Point, MD 21902. Award is required no later than June 30, 2003. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. The NAICS Code is 421430 with a small business size code of 100 employees. The provision at FAR 52.212-1, Instructions to Offeror?Commercial Items (Oct 2000), and the clause at FAR 52.212-4, Contract Terms and Conditions?Commercial Items (Feb 2000), apply to this acquisition. The Offeror shall submit a fully executed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications?Commercial Items (July 2002) with their offer. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items (Apr 2003) applies to this acquisition as well as the following clauses sited therein: 52.222-26, Equal Opportunity, Alternate I (Apr 2002); 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans (Dec 2001), 52.222-36, Affirmative Action for Handicapped Workers (June 1998), 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era (Dec 2001), 52.225-3, Buy American Act?North American Free Trade Agreement?Israeli Trade Act, Alternate I (May 2002). Offerors must submit offers in the English language and in U.S. dollars in accordance with FAR 52.214-34, Submission of Offers in English Language (Apr 1991) and 52.214-35, Submission of Offers in U.S. Currency (Apr 1991). Proposals will be evaluated on an all-or-none basis. This notice is not a request for competitive proposals. Firms having the ability to provide the line items stated above shall provide clear and comprehensive information supporting its claim, inclusive of references listing contact person(s) and telephone number(s); technical literature, GSA Schedule number if applicable; and pricing. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
