- Description
- The Government requires development, management, tracking and delivery of training associated with the Radio Battalion University (RadBnU). The training is required to equip Marine Radio Battalions with effective systems designed to meet the mission needs of the battalions. The intent of RadBnU is to provide the Radio Battalion with an effective means for assessing the current skill level of Radio Battalion personnel and to provide training required to augment or correct deficiencies in the Battalions? overall skill levels. The successful offeror(s) will be required to provide program management to ensure the definition and execution of all tasking is in consonance with the goals and priorities of the Program Office and shall serve as the secondary point of contact to the Government. The successful offeror(s) shall establish competency levels of various mission areas; establi sh an automated system to manage the requisites and each student?s transcripts, certifications, and competencies; coordinate the availability of training materials, personnel, facilities, and equipment needed to deliver the training; assess the effectiveness of the training and determine if each student achieved mastery of the learning objectives; and define and document the minimum acceptance requirements for each training module to be developed. Accordingly, the successful offeror(s) must possess an active TS clearance or higher with ability to upgrade to SCI if necessary; have recent and relevant experience in Radio Battalion operations, planning and resource/asset allocation (culminating within the last 10 years); possess a minimum of 3 years programmatic and fielding experience in Marine Corps SIGINT systems program management; possess recent knowledge of the interrelatio nships between currently fielded and developmental SIGINT systems; have a minimum of 3 years experience in training analysis and development; have recent and relevant experience in applying the SIGINT-cycle in a operational environment; be able and willing to perform extensive local and out of area travel; have recent and relevant experience in providing on site training to tactical military units. It is anticipated that this effort will be for a five-year period. The Government may make multiple contract awards, although the right is reserved to make a single award. Contracts awarded are anticipated to be indefinite delivery, indefinite quantity type contracts that will allow for placement of both cost reimbursement and fixed price task orders. The applicable NAICS Code is 611710 and the size standard is $6M annual revenues.
