This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-13. The solicitation is 100% set-aside for small businesses. The NAICS code applicable to this acquisition is 339111 and the small business standard is 500 employees. The USDA, Agricultural Research Service, Midwest Area, National Center for Agricultural Utilization Research, Peoria, IL has a requirement/need for a Particle Sizer, Particle Counter, and Zeta Potential Instrument. The instrument will be used to characterize the properties of oil in water emulsions. The instrument will be used to monitor the particle size distribution and zeta potential of the droplets under a variety of conditions (i.e. pH, ionic strength). Therefore, the ability to use pure water and buffered solutions in sample analysis is important. The submicron sizing functionality will be used to characterize smaller emulsions droplets and biopolymers (i.e. carbohydrate polymers, proteins). THE SALIENT CHARACTERISTICS: the Particle Sizer, Particle Counter, and Zeta Potential Instrument must include these minimum requirements: (1) Must be able to size emulsion droplets and particles (5nm to 400 ?m). (2) Must be able to count individual particles above 0.5 ?m. (3) Submicron particle sizing should be performed using dynamic laser light scattering and multiple angle laser light scattering, with a laser power of at least 35 mW to analyze low scattering samples. (4) Must be able to analyze the samples using only water as a dilutent. (5) Must be able to determine the zeta potential for particles up to 10 ?m. (6) Must include Windows XP compatible data analysis software. (7) Must be suitable for bench-top use and use 110-120V AC power. (8) Must be able to deliver, install, setup and calibrate at NCAUR within 45 days. (9) Must provide on-site training as to basic instrument operation. DESCRIPTIVE LITERATURE: Offerors shall submit 2 copies of the Descriptive Literature describing their proposed equipment in enough detail to ascertain whether the equipment meets the criteria listed above.
