- Description
- The Washington Circle (WC) is a ad hoc group of national experts in substance use disorders, managed care, and performance measurement in both the public and private sectors, who seek to improve the quality and effectiveness of substance use treatment services through the use of performance measurement systems. This group was convened by the Center for Substance Abuse Treatment of the Substance Abuse and Mental Health Services Administration in March 1998, and has set forth two major goals to (1) develop and pilot test a core set of performance measures for substance abuse treatment for public and private sector health plans and (2) collaborate with a broad range of stakeholders to ensure widespread adoption of substance abuse performance measures by private employers, public payers and accrediting organizations. The development, testing, and implementation of public/private performance measures is a complex task for a number of reasons and has and will take a number of years to be effective. Adult performance measurement is new to the substance abuse field. Both addictions and mental health lag behind other areas of health care in developing performance measures and incorporating them into evaluation and monitoring systems. Performance measurement for children and adolescents shows even more significant gaps.
