Description
This is a combined synopsis for commercial items prepared in accordan= ce with FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal RFP 573-45-03. This solicitation document provides incorporated clauses that are in effect through Federal Acquisition Circular 2001-14. The North Florida/South Georgia Veterans Health System, Lake City Division, has a requirement for a pass-thru conditioning and drying tumbler with a 400 to 500 lbs. capacity with a minimum basket size of 165 cubic feet. This dryer should include the following characteristics- 2-door, 2-way tilt, pass-thru design.=20 Tilting shall be accomplished by a 1-hp hydraulic pump and single cylinder. Maximum tilt shall be 20 degrees backward for loading and/or unloading. Center tilt pivot pin to provide same load and unload heights at either door; Steam heated with three 2-row high performance finned steam coils for 125 psi steam, with a steam consumption of 41.5 bhp; door opening shall be a minimum of 54=94 in diameter; basket shall be supported by 4 large, heavy-duty polyurethane wheels, basket shall be driven by 2 wheels that ride on 6=94 wide by =BD=94 thick machined runni= ng rungs and powered by a 7 =BD hp gear motor that is connected to a 1 15/16=94 diameter drive shaft thorough a no-slip cogged belt and pulley arrangement. Basket shall be constructed of an 11 ga. carbon steel perforated sheet around the circumference with 3/8=94 thick carbon steel front and back plates. The basket shall have 3 large and 3 small ribs made of 11-ga carbon steel; main blower motor shall be 20 hp., blower material-handling wheel shall be =BC=94 thick plate construction and self-cleaning; exhaust- 7,100 cfm; all controls shall be 120 VAC or 24 VDC provided by 2 internal control transformers. All motors shall have a 3-phase magnetic starter with proper overload protection. Drying tumbler shall have a microprocessor control which allows for a minimum of 50 user-programmable formulas. The microprocessor shall have an operator panel with an alphanumeric display and symbolic keyboard. The keyboard or buttons shall provide for the following functions: start, stop, enable, one-way or reversing basket, door open, door close, load tilt position, and level position. A pendant switch shall be included for dual-direction basket-jogging function. Each input and output to the microprocessor shall have an on/off status indictor light.=20 Formulas shall be identified by a 10 character name and program number. Each formula shall have separate programmable heat and cool cycles by time or temperature. Time shall be programmable up to 99.9 minutes for heating cycle and 99.9 minutes for cooling cycle. Temperature control shall measure exhaust and inlet temperature. In moisture-sensing mode the drying tumbler shall switch automatically to cooling cycle when the load is dry. The text display shall indicate the following operations and safeties: elapsed time, cycle time, drying mode, heating cycle, cooling cycle, programmed and actual duct and exhaust temperature, ready to unload, high limit, water valve limit (fire safety) and basket rotation (shaft safety). A filter, regulator, and gauge shall be included for the compressed air supply. No seals should be required; and should be fully insulated for heat retention and noise abatement.=20 In addition, the dryer should be compatible with the WASHNET NT=20 computerized control software. Price submitted should include all costs for loading, freight, unloading, removal of old unit, installation, training, and start-up. Price submitted should also reflect a trade-in allowance for the existing dryer =96 1982 Challenge Cook Dryer 400 lb. Capacity, Model CFSII, SN #192950. All submissions should include literature to support all of the above requirements.=20 All proposals must be made in writing, no later than June 30, 2003, 3:00PM EST.
