Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS AND THE TEMPORARY EMERGENCY PROCUREMENT AND THE HOMELAND SECURITY AUTHORITIES - AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Solicitation Number is F44650-03-R-0007 and this solicitation is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2001-14) are incorporated. This requirement is Full and Open Competition. However any holders of GSA Schedules who can fulfill this requirement should submit proposals. The associated North American Industrial Classification System (NAICS) code for this procurement is 423490 with a small business size standard of 500 employees however, this RFP is unrestricted. It is the intent of this solicitation to result in a firm fixed price contract. ***ACC Contracting Squadron, LAFB, VA has a requirement for HAPSITE, a man-field-portable gas chromatograph/mass spectrometer, including all sub-components. *** All equipment and sub-components must meet the following specifications: (1)Equipment must provide field confirmatory results(2) Must be able to detect, identify, and semi-quantify chemical warfare agents as well as volatile and semi-volatile toxic industrial chemicals(3)Must be lightweight and portable, no more than 40 pounds to ensure field portability (4)Capable of running 100 percent on battery power (5)Instrument must be ruggidized, weatherproof, and easily decontaminated (6)Must read in the lowest of detection limits to the parts per trillion range (7)Built-in Global Positioning System capable (8)In accordance with AFTTP 3-42.9, Home Station Medical Response to Chemical, Biological, Radiological, Nuclear, or High-Yield Explosive Events and items purchased must be on the Bioenvironmental Engineering Surveillance Equipment allowance standard 886H (9)Item must be Gas Chromatograph/Mass Spectrometer combined (10) Must have undergone DOD testing and calibration for chemical warfare agents (11) Compatible with fielded equipment to standardize and minimize training requirements***All interested offerors shall provide a proposal for the following line items: Line Item 0001: Level 1 Quantity 81 EACH, Hapsite Canister, internal standard gas, Part Number: 930-433-P6, 6 EACH. The complete Ship To Address, point of contact and telephone will be in the award document.***The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipments in good order and condition to the point of delivery specified in the Contract, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery points specified in the purchase order; and pay all charges to the specified point of delivery.*** Only 1 Award will be made and the Award shall be made to the offeror whose proposal offers the best value to the Government with price and the aforementioned specifications being the only factor considered. The government will evaluate information based on the following evaluation criteria: Price and Past Performance. All quotes that fail to furnish required representations and certifications at FAR 52.212-3, acknowledgement of all amendments, a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation, may be excluded from consideration. Offeror must hold prices firm in its offer for 60 calendar days from the date specified for receipt of quotes.
