- NOTICE OF CONTRACT ACTION (NOCA) This announcement constitutes a notice to all potential offerors that on or about 20 June 2003, the KG-3X Cryptographic Modernization Program Office anticipates the release of Request for Proposal (RFP) F19628-03-R0014 for the Concept and Technology Development (CTD) Phase. This notice and others pertaining to the KG-3X Program will be posted on the HERBB website (www.herbb.hanscom.af.mil) The KG-3X Modernization is a family of end cryptographic units (ECUs) or module development that are being modernized under the U.S. Department of Defense (DoD) Cryptographic Modernization Initiative (CMI). The focus of the CMI is to ensure the availability of logistically supportable cryptographic devices that implement robust cryptographic algorithms in a cost-effective manner throughout their life cycle. The duration of the CTD phase is anticipated to be four (4) months with the System Development and Demonstration Phase to immediately follow. The government expects to award at least three (3) contract awards for the CTD Phase. Offerors will be provided 30 days to respond to the CTD RFP. RFP requests will be accepted through the contracting office via e-mail only. Firms responding to this request shall indicate whether they are a large business, small business, very small business, small-disadvantaged business, 8(a) concern, women-owned business, HUBZone small business, veteran-owned small business, or service-disabled veteran-owned small business. Respondents must specify whether they are a U.S. or foreign-owned firm. Interested Contractors desiring to do business with the Air Force must be registered in the DoD Central Contracting Reporting System. This NOCA does not constitute a Request for Proposal, restrict the Government as to the ultimate acquisition approach, nor be construed as a commitment by the Government.
