Description

The Government intends to conduct an economic feasibility study for utilities privatization to determine whether it is economically feasible to negotiate and award a contract to privatize the Natural Gas Utility Distribution System at F.E. Warren AFB, Wyoming, which would include granting access and transferring ownership to the system. If the study results in a favorable economic determination, a contract will be awarded for up to fifty (50) years for the operation and maintenance (O&M) of the utility distribution system, with access granted through execution of a Right of Way, and with transfer of title occurring through execution of a Bill of Sale. The O&M contract will be governed by the Federal Acquisition Regulations. The transfer of property and granting of access is authorized by 10 U.S.C. 2688. The natural gas utility distribution system at F.E. Warren AFB, WY supports 6,500 people, 5,866 acres, and 800 buildings comprised of 4.41 million square feet. The successful offeror will be required to comply with all service distribution requirements outlined in the solicitation, to obtain all applicable permits, licenses and certifications necessary for performance, and to possess the financial resources necessary to provide utility distribution system operation and maintenance, as well as required capital improvements. In order to be considered for contract award, non-regulated utilities will be required to obtain performance bonds. The Rough Order of Magnitude (ROM) estimate for Replacement Cost New Less Depreciation of the system is $3,183,253 and the 50 year estimated budget for Operation and Maintenance (O&M) is $11,835,312.
