Description
HQ Space and Missile Systems Center (SMC) intends to competitively award up to two Cost Plus Fixed Fee (CPFF) contracts, approximately $25M each, with a 21 month period of performance based upon an accelerated program schedule. Other program options may extend the schedule up to 29 months. The purpose of the these contracts is for the contractors to work with the government to mature the GPS III system and segment requirements through a System Requirements Review (SRR) and to establish a firm requirements baseline prior to the initiation of Phase B. This activity will also develop products that satisfy a Key Decision Point B (KDP-B) milestone review. This effort will also include an option for Component Advanced Development. A Request for Proposal (RFP) is scheduled to be released on or about 27 June 2003 with a thirty day response time. Additional information, including a draft RFP, will be available in the GPS III Bidder?s Library by 6 June 2003. The Bidder?s Library is available at https://gps.losangeles.af.mil/gpsiii/, or through the Los Angles Air Force Base home page. Offerors that respond to this solicitation are expected to be fully capable of performing in anticipated follow-on development and production efforts. The Government expects that interested sources, either alone or with appropriate teaming partners, will meet the following minimum criteria: (1) Have demonstrated experience in the design, development, integration, manufacture and test of complex military satellite and ground control systems (2) Have previous experience with military command and control operations and operational concept development (3) Have demonstrated GPS performance modeling and simulation tools of sufficient fidelity to support design trades and system and segment level requirements development. SECURITY REQUIREMENTS (for any resulting solicitation): This effort will require access to and processing of classified information up to and including TS/SCI (Top Secret/Sensitive Compartmented Information) and SAP/SAR (Special Access Program/Special Access Requirements) security requirements. This acquisition involves data that are subject to export control laws and regulations. A foreign disclosure review of the technical data has been accomplished and GPS III technical data are subject to export controls. Therefore, only contractors who are registered and certified with the Defense Logistics Services Center (DLSC) shall be provided copies of any resulting solicitation or other data subject to foreign disclosure restrictions. You must submit a copy of your approved DD Form 2345, Military Critical Technical Data Agreement, with your request for the solicitation. PROGRAMMATICS: An Ombudsman has been appointed to hear concerns from potential offerors. The purpose of the Ombudsman is to receive and communicate concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. The Ombudsman will communicate certain offeror issues, disagreements, and recommendations on this acquisition into the proper channels. The Ombudsman?s role is not to diminish the authority of the program director or the contracting officer but to advocate an offeror?s concern on a non-attribution basis. The Ombudsman will maintain strict confidentiality as to the source of the concern when requested by the offeror.
