Description
NA The Army Contracting Agency, Southern Region Contracting Center (SRCC), Fort McPherson, Georgia is in the process of developing a Letter RFP/Contract for an extremely urgent requirement to obtain professional trainers and instructors, translators/interpret ers, medical screeners, and other personnel needed to enroll, screen and train a competent military capability, the New Iraqi Corps (NIC). This requirement is being obtained in support of the Coalition Provisional Authority (The Office of Reconstruction and Humanitarian Assitance). Training will be performed at a Garrison Training Center to be located in Iraq. The funding for this contract is presently not identified, but will be made available prior to contract award. Services anticipated to be solic ited include but are not limited to Individual and collective basic training over an eight week period will teach basic infantry skills to selected enlisted, NCO, and officer candidates at the company or lower level. Training will cover drill and ceremony , land navigation, equipment issue and maintenance, customs and courtesies, cover and concealment, guard duty, and marksmanship. Training will also include rule rights and consequences, including human rights, rules of engagement, rules of land warfare, r ole of the military in society, respect for others (religious and ethnic tolerance), and core values and leadership for NCOs and officers. In addition there will be specialized training to instruct in handling unexploded ordnance, first aid and health and hygiene, crowd control, riot duty, advanced search and seizure, and combat support and combat service support. Finally, the contractor will provide a variety of training development, administration, and support functions. A Cost Plus Fixed Fee Contract is anticipated; however, contract type remains contingent upon the results of negotiations with qualified, prospective contractors. While it is not possible to achieve full and open competition for the current action due to the expedited time-frame in which proposals are required, every effort will be made to ensure robust technical and price competition among the maximum number of sou rces practicable under the circumstances. A pre-solicitation conference will be held 7 June 2003 at the Army Contracting Agency Headquarters location, 5109 Leesburg Pike (Skyline 6 Bldg), Suite 302, Falls Church, VA, 22041. Conference will begin at 1200 EST and a draft SOW will be provided to all interested sources at that time. A Letter Request for Proposal (LRFP) will be issued 9 June 2003 with a closing date of 16 June 2003. Contract award is required NLT 25 June 2003, with contract performance to begin at the OCONUS location 1 July 2003. The letter contract will be definiti zed after award. Interested sources should be prepared to address the following when the LRFP is issued: 1) Your ability to provide a qualified training force to train multiple, concurrent cycles of trainees as shown in the draft SOW; 2) Your ability to provide the anti cipated numbers of proposed target language translators/interpreters; 3) Your ability to mobilize and be on the ground to train within the proposed 5 days following contract award and notice to proceed; 4) Your ability to provide a full complement of trai ning personnel with the required security clearances; 5) Your ability to respond to extremely short notice regarding potential discussions and revised proposals; 6) Written information identifying your company??????s previous or current contracts for battl efield training experience. It is extremely important that a response and information regarding your interest in this proposed requirement be provided within a short turn around time, as it is the Government??????s intent to expedite this requirement and award of a c ontract immediately following notification that Defense funds are available. Failure either to respond or to provide all of the information requested will result in your company being eliminated from further consideration for this requirement.
