NA C --INDEFINITE-DELIVERY-INDEFINITE QUANTITY A/E CONTRACT FOR HORIZONTAL AND VERTICAL CONSTRUCTION POC Deborah F. Palmer, (703) 607-1217 E-MAIL: Deborah Palmer, Contract Specialist, deborah.palmer@ngb.ang.af.mil. Open-end Indefinite-Delivery Indefinite Quan tity contract for investigative, design and construction surveillance (Type A, B and C Services) architect/engineering services. Services may be required for projects at Air National Guard Bases and Army National Guard Bases throughout the United States ( i.e. Nationwide), Virgin Islands and Puerto Rico. This service would also be available to any DOD organization. Selection will be made for five firms and subsequent task orders will be awarded to the firm selected most qualified for the work order. The A/E's will receive a minimum guaranteed amount of $5,000. Services will be ordered for a period of one year after contract award with four (4) additional one-year options. Total amount paid under the resultant contract will not exceed a total contract v alue of $50,000,000. A-E individual delivery orders shall not exceed the annual/option period ceiling of $2,000,000. Projects will comprise of roadway and military airfield pavements, and base utility infrastructures to include water, sewer, power, commu nication systems, and aircraft fuel distribution and storage systems. Also, projects of vertical building construction associated with National Guard installations, such as, but not limited to, aircraft hangars for large and small aircraft, aircraft maint enance shops, vehicle maintenance shops, support equipment maintenance shops, administrative offices, base supply facilities, base engineering facilities, dormitory buildings, fire stations, security police facilities, munitions maintenance facilities, com munications and electronic training facilities, dining halls and medical training facilities. Work may include, but not limited to, a) the preparation of plans, specifications, calculations, and cost estimates, b) development of cost management, quality c ontrol and quality assurance plans, c) construction surveillance inspections, d) development of design standards, e) preparations for national design submissions, and f) making technical, economic, planning and environmental studies, analyses, surveys, inv estigations and reports and studies, g)development of documents to support ANG MILCON and SRM Programs. Designs will be developed in accordance with current ANG criteria. Evaluation and selection of firms will be based on the following selection criteria : (1)Professional Qualifications necessary for satisfactory performance of required services, (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution preve ntion, waste reduction and the use of recovered materials, (3)Capacity to accomplish the work in the required time, (4) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work and compliance wit h performance schedules, (5) Location in the general geographical area of the project and knowledge of the locality of the projects; provided that application of this criteria leaves an appropriate number of qualified firms given the nature and size of the project, (6) Volume of work awarded by DOD during the past twelve months. A/E firms which meet required description in this announcement are invited to submit and be received by this office, within thirty (30) calendar days of this announcement, both a c ompleted SF 254, U.S. Government Architect-Engineer Questionnaire and a SF 255, Architect-Engineer and Related Services questionnaire for this specific project. This is not a Request for Proposal, RFP. This is an unrestricted procurement action open to s mall and large business.
