Description
NA The United States Army Corps of Engineers, Kansas City District, intends to award a single firm-fixed price contract for construction services to build Access Control Points and Cantonment Fencing at Fort Leavenworth, Kansas. Solicitation will be available on or about 23 July 2003. The work includes, but is not limited to, the following. Access Control Points -- The project consists of construction of access control gates at 2 entrances to Fort Leavenworth. Gates include guard booths, gate houses, embankment, roadway widening, parking, and security lighting. Supporting facilities shall inc lude utilities, curb and gutter to channel traffic, storm drainage and other site improvements including minimum landscaping and force protection/antiterrorism features. Design of erosion control facilities will be the responsibility of the construction co ntractor. Cantonment Fencing -- The project consists of construction of area boundary fences consisting of a 7 ft chain link fence, ornamental fence, 2-strand cable fence, chain barriers, double fence for deer control at airfield and concrete wall sound barrier. Con struction of fences, inspection roads, access gates and buried conduit for provisions of future electronic monitoring will be located at strategic areas around the installation boundary. Fence installation will require brush and timber clearing to establis h 20 ft. clear zone outside of fence line and 30 ft. clear zone inside of fence line, reestablished turf, storm drainage and erosion control. Design of erosion control facilities will be the responsibility of the construction contractor. If the bid schedule includes options, the Government will evaluate bids for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option (s). The estimated magnitude of the base requirement is between $5,000,000 and $10,000,000. Bids will be due on or about 22 August 2003. The anticipated award date will be in early September 2003 and the estimated construction duration is 10 calendar months. The Government will consider all bids submitted by responsible sources. Full and open competition mandated by DoD designated industry groups. Due to the integrated nature of both the Access Control Points and Fencing, it is not possible to separate one pro ject from the other. Therefore, this solicitation will result in a single contract award. This solicitation will be issued on CD-ROM only; hard copies will not be available. Copies of the CD-ROM are limited to one per firm. In order to receive a copy of the solicitation, sources must register through the Kansas City District public contracting internet web site at http://www.nwk.usace.army.mil/contract/contract.html. Do not use a post office box address when registering -- sources must use a surface shipping address. When registering, sources must also include a valid e-mail point-of-contact so that they may be notified of amendments to the solicitation.
