Description
The U.S. Department of the Interior, Minerals Management Service intends to competitively award a contract to investigate age relationships of paleo-landforms in shallow water (less than 20 meters) on the Beaufort shelf using existing data and HEREBY SOLICITS CAPABILITY STATEMENTS from parties interested in proposing on this requirement. PLEASE READ THIS ENTIRE NOTICE CAREFULLY. INTRODUCTION: The Government intends to award a cost reimbursable-type contract for service. The period of performance for this project is estimated to be 16 months from the effective date of the contract, with an estimated cost range of $80,000 to $100,000. The title of this study is Determining Archaeological Potential of Buried Terrestrial Landforms in the Beaufort Sea: Review of Existing Geologic and Geophysical Data and Analysis of Existing Cores. BACKGROUND: The MMS is required under the National Historic Preservation Act to evaluate the potential effects of our permitted activities on significant archaeological resources. Recent geophysical data collected from OCS lease areas in the Beaufort Sea indicate the presence of relic landforms at and just beneath the seafloor shoreward of the 20-meter isobath where winter shorefast floating ice protects the seafloor from large pack ice incursions and ice gouging. If these features are determined through this study to predate the late Wisconsinan (roughly ca. 19,000-3000 B.P.), the MMS may not need to require prehistoric archaeological analyses, avoidance, or further investigation of these areas prior to permitting activities in the Beaufort Sea. THE OBJECTIVE OF THIS STUDY is to evaluate the prehistoric archaeological potential in the shallow shelf of the Beaufort Sea by investigating whether the relic terrestrial landforms observed at, and just beneath the seafloor, in the Beaufort Sea date from the late Wisconsinan or from an earlier time period. THE STUDY CONSISTS OF SEVEN (7) MAIN TASKS: In Task 1, the contractor shall conduct a thorough review of existing geologic and geophysical data contained in published studies and reports for the Beaufort Sea including reports and data from industry drill site and pipeline clearance surveys, and the data in OCS Study MMS 2002-017 Evaluation of Sub-Sea Physical Environmental Data for the Beaufort Sea OCS. In Task 2, using OCS Study MMS 2002-017, the contractor shall determine areas containing drowned terrestrial landforms and determine whether cores were taken in these areas. In Task 3, the contractor shall determine if cores from these surveys still exist, where they are stored, their general condition, and how they may be acquired or sampled. In Task 4, the contractor shall acquire previously drilled cores or core samples from existing Beaufort Sea industry surveys and the 1979 USGS Beaufort Sea core program in areas identified as having potential drowned terrestrial landforms. In Task 5, the contractor shall conduct laboratory analysis of samples taken from the cores associated with terrestrial landforms to extract samples for: a) radiocarbon or other isotopic dating techniques b) paleoenvironmental analyses c) archaeological analyses (if macroscopic indicators of a site such as charcoal; charred vegetal material, bone or shell; or lithic material are present) In Task 6, the contractor shall use previously acquired industry surveys and relevant USGS high-resolution seismic survey data to identify areas of potential terrestrial landforms for which sediment cores do not exist. In Task 7, if the existing data analyzed in the study are insufficient to categorically determine the age of the terrestrial landforms identified in existing seismic data, the contractor shall outline the following; a) locations where additional high-resolution seismic lines are needed to correlate terrestrial features observed in existing seismic data, b) locations where additional sediment cores are needed to evaluate terrestrial features seen in existing seismic data or where they are needed to otherwise validate seismic interpretations. HOW TO RESPOND: In order to compete for this requirement, you MUST demonstrate that you are qualified to perform the work by providing, by June 27, 2003, 3:00 pm EST an original and seven (7) copies of a Capabilities Statement detailing (1) your key personnel (those who would have primary responsibility for performing and /or managing the study) with their qualifications and specific experience; (2) your organizational experience and facilities; and (3) specific references including contract number and project identifier & description, period of performance, dollar amount, client identification with the point of contact & telephone number and Email address for previous work of this nature that your key personnel or organization has performed within the last four years. Provide information on which tasks each key person shall perform, and their qualifications for completing those tasks, and the rationale for that assignment. If you believe the Government will find derogatory information as a result of checking your past performance record, please provide an explanation and any remedial action taken by your company to address the problem. YOUR CAPABILITIES STATEMENT WILL BE EVALUATED BASED ON THE FOLLOWING FACTORS, with the importance of factors A and B weighted as indicated. (A) Experience and Commitment of Key Personnel. (1) Education, professional credentials, knowledge, and publications in relevant disciplines. Relevant disciplines are Quaternary geology, geotechnical analysis, archaeology, and geomorphology. Relevant knowledge includes an understanding of northern Alaska Quaternary geology and archaeology; familiarity with GIS; core sample laboratory archaeology and geotechnical analysis; investigative techniques (internet, telephone, etc.); and high resolution seismic reflection data interpretation. (2) Expertise, education, and experience to carry out the specific tasks described above. Knowledge and experience can be demonstrated through publications as well as past contract work experience. Assessment factors will be persons' qualifications and the relevance of their qualifications to their assigned task, (B) Past Performance. This factor addresses your demonstrated ability to carry out the tasks efficiently and produce quality deliverables in a timely fashion as demonstrated by the following: (1) Ability to adhere to budget parameters and carry out the tasks of described below under specific scheduling deadlines, while delivering high-quality products. (2) The degree of comparability of past projects to the current project, including number, complexity, scope, size, duration, and dollar value. (3) Demonstrated degree of mutually beneficial cooperation between your key personnel and its clients. Qualifications of any subcontractors or partners will also be considered in these respects. FOLLOWING REVIEW OF ALL CAPABILITIES STATEMENTS, we will establish a list of those offerors MMS has evaluated as most qualified to perform the work. All offerors will be informed of the results of the evaluation, including an assessment of their strengths and weaknesses. A written request for proposal (RFP) will then be forwarded to those offerors deemed most qualified, instructing them on the written portion of their proposals and the oral presentation requirements.
