Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. Solicitation N61339-03-T-0041 is issued as a request for quote and incorporates the provisions and clauses in effect through Federal Acquisition Circular 01-13. The solicitation shall be awarded on a sole source basis to San Diego CAD/CAM. The NAICS Code for this solicitation is 541511 with a size standard of $18.0M. The following items are required: provide CNC training, complete and ready to use, for Ship Intermediate Maintenance Activities (SIMA), Naval Fleet Concentration area of San Diego. The Government has already installed computer Aid Design/Computer Aid Machinery (CAD/CAM) and CNC machinery. The contractor shall provide on-site computer Aid Design/Computer Aid Machinery (CAD/CAM) five (5) each, seven (7) week training sessions per year for a period of 5 years. The following Purchase Description (PD) applies: 1. Scope. This Purchase Description (PD) sets forth the requirements for providing Homeport Training (HPT) for Navy personnel in the San Diego, CA, Fleet concentration area (FCA). This effort will be accomplished within the framework of a firm fixed price Requirements Purchase Order (RPO) contract. Vendor?s Furnished Course may be tailored to accommodate its instructional methods and strategies to provide the most efficient training program that minimizes involvement of Navy personnel. The training provided by the vendor will encompass the course scope and learning objectives of Computer Numerically Controlled (CNC) lathes, milling machines and associated equipment utilizing Computer Aided Design (CAD)/Computer Aided Machining (CAM) Software. The vendor shall have a CNC certification / licenses to teach CNC/CAD/CAM in the San Diego area. The vendor shall be required to work closely with the Local Training Authority (LTA) at San Diego, CA. FCA, or other designated Point of Contact (POC). It should be noted that the courses included under this scope are subject to change, modification, and/or deletion by the Government and replaced by other similar courses. 1.1 Background. The Naval Personnel Development Command (NPDC) Human Performance Analysis Directorate has tasked the Naval Air Orlando, Training Systems Division, (NAVAIR Orlando) to provide alternative training sources, training support and training management for responsive, quality training to Navy personnel in the San Diego, CA, FCA. This alternative source will include qualified vendors/personnel, capable of providing the required instruction for Navy training courses under the coordination of NAVAIR Orlando / LTA. The product to be purchased under this contract is a proficiently trained student. 1.2 Contract Management. The NAVAIR Orlando/LTA under direction from NPDC is responsible for technical management of this program. The NAVAIR Orlando Procuring Contracting Officer (PCO) is the only person authorized to approve changes in total resource requirements under this effort; and, notwithstanding provisions elsewhere in this effort, said authority remains solely with the PCO. In the event the Vendor affects any such change at the direction of any person other than the PCO, the change is considered to have been made without authority. The LTA will serve as the contracting officer?s representative. The LTA will certify the proficiency of the trained students. 2. Applicable Documents and Support Material. 2.1 Government-Furnished Information (GFI), NONE. The Vendor will provide the actual proprietary course curriculum, student and instructor guides, handouts, etc., as required, to support the implementation of the training. The Vendor shall be responsible for copying and providing all copies of student course materials to HPT students. The Vendor shall provide maintenance and security for the original copies and to facilitate copying to support HPT provided under this contract. The Vendor shall be responsible for accuracy and quality of instruction provided to Navy personnel. 2.2 Government Furnished Property (GFP). GFP is the equipment or software programs and supporting instructional property to be provided by the Government to support training in the proposed courses. Software programs for certain courses will be provided at the Government facility and maintained at the Government facility. 2.3 Agency to provide support. The Local Training Authority (LTA) will be the focal point for the distribution and receipt of all GFI and GFP. The LTA Point of Contact (POC) and addresses is: Rodney M. The Vendor shall provide the personnel, supervision, management, materials and equipment and instructional technology needed to conduct training of Navy personnel in the courses described in Table A, and to the specified completion criteria identified within the course objectives. The Vendor is required to report students at risk of academic or non-academic attrition to the LTA immediately for corrective action. Attrition/setback will be processed in accordance with Naval Education and Training (NAVEDTRA) 135 http://www.ott.navy.mil (click on reports, top 10 Resources, NAVEDTRA 135). The LTA may require the vendor to train (on occasion) Navy instructor candidates to satisfy instructor qualification requirements and to ensure course concurrency. Similarly, vendor instructors may receive training from Navy instructors for the existing Navy courses. Navy instructors will not count for invoicing purposes, and may attend or teach a course at any time as directed by the LTA. 3.1.1 Training. The vendor shall provide training in the courses identified in Table A, and provide college credit and/or industry certification as appropriate. The LTA reserves the right to cancel a class at any time for any reason. Table A identifies, for each course, the class length in terms of class days and estimated annual throughput. These are estimates; the actual number of convening?s and students per class are subject to change. Table A: HPT COURSES: Course CIN A-702-0025 Machinery Repairman Class C School Computer Numerically Controlled Machinery Class Days: 35 Class; Throughput: 40; Class Convening per year: 5; Maximum Class size: 8. 3.1.3 Class Convening. Class start dates will be established on mutual agreement between the vendor and the LTA. The class size, class throughput and class start dates are estimated and depend on ships? movements and other factors. The Vendor shall take class attendance each morning throughout the course of training. A copy of the class attendance list shall be emailed or faxed by noon each day to the LTA. Absences shall be reported to the LTA immediately. 3.1.4 Dress code/Grooming standards. The Vendor shall ensure that all instructors, instructor supervisors, and other Vendor personnel that come in contact with Navy students maintain a standard of grooming and personal appearance that reflects a high degree of pride in themselves and are in keeping with their positions as training professionals. These courses of instruction are at a high level of visibility in the Navy and are very much in the public eye, and instructors shall be technical skill role models to the young men and women in the Navy. As such, it is imperative that standards of dress, grooming, and character be appropriate to a professional instructor. 3.3 Vendor Instructors. The vendor instructors shall possess at least the minimum qualifications required by nationally acceptable industry or academic standards for certification as an instructor in their field of expertise. Certification credentials must be provided to the LTA prior to commencement of a course and the vendor instructors must maintain currency in accordance with the awarding organization requirements. Certification credentials not provided in the vendor?s proposal should be provided to the LTA prior to commencement of the first class. Additionally, each vendor instructors shall undergo the Navy instructor qualification process as identified in the LTA Manual for non-traditional training (this may be waived by the LTA). The vendor instructors may be required to jointly teach with Navy instructors during specific courses or segments of courses. Vendor instructors shall be certified in Cardiopulmonary Resuscitation (CPR). CPR certifications must be achieved within two months after award of the effort or an agreed upon time between the vendor and LTA. 3.4 Facilities. 3.4.1 Government Facilities. Government facilities will be available for training under this contract. 3.4.2 Vendor?s Facilities. NONE. 3.5 Government Furnished Property (GFP). 3.5.1 Course The vendor shall maintain the original copies of course curriculum to facilitate copying, as needed, to support classroom instruction of the HPT courses under this effort. The vendor shall be responsible for supplying all copies needed for students receiving HPT training under their instruction and copies needed by additional instructors. The vendor shall supply books, certified Instructor, and classroom consumables. The contractor shall provide 8 copies of Mastercam V9 Handbook Volume1 and NOCTI Mastercam prerequisite test, one for each convening per student. The vendor shall be responsible for the maintenance, security, and availability of course curriculum used in the conduct of training. The Government shall be responsible for the tolls, materials (stock), and the machine tools. 3.5.2. Course Software and Special Equipment. The government shall supply computers and software for required course. The vendor shall advise the LTA of any updates or changes required to the government furnished Software for the appropriate courses. Upgrades of course software will be provided by the government and shall be the vendor?s responsibility to ensure proper functionality. If problems occur with the government-installed software or computer systems, the LTA shall be notified immediately. 3.6 Access. Vendor access to military or Government facilities may be required in the performance of the training purchased under this contract. Vendor instructors and staff who may visit the class must be able to obtain base passes. The vendor shall officially request base passes from the San Diego, CA Naval Station Base Pass and Decal office. 3.7 Product Development. The product purchased under this effort shall be a proficiently trained Navy student, who meets course completion criteria as affirmed by the LTA, and who receives college credit, license, or certificate as appropriate per instruction received. Navy or other Department of Defense personnel receiving training under this effort will possess the necessary prerequisite training and skills for the courses they take. Each course, provided initially by the vendor, will include the course?s performance standards and/or completion criteria. The vendor under guidance of the Standard Process for Homeport Training and in coordination with LTA shall be fully responsible for the currency and accuracy of the instruction provided in each course. Verification and concurrence of course completion / performance criteria shall be obtained from the LTA prior to implementation of any modifications or updates to the courses. Course monitoring by the Navy may occur at any time for any course listed herein. 3.8 Navy Academic Review Board (ARB) Procedures. In the event that a student is unable to satisfactorily complete a course, the Navy ARB procedure shall be followed in accordance with NAVEDTRA 135. The Vendor shall immediately notify the LTA of any person who fails to meet course completion criteria or who is performing unsatisfactorily. Information to be provided to the LTA shall include the student?s name, rank, social security number, and academic performance record. 3.9 Subject Matter Experts (SMEs). Government SMEs for each course covered under the contract will be made available, through the LTA, to the Vendor for telephone and or personal consultation and technical reviews of course modifications or updates. In addition, the Navy may require an SME to monitor the class. 3.10 Course Completion Notice. The Vendor shall notify the LTA within two days of course completion, whether or not the trainee(s) satisfactorily completed the course. 3.11 Course Evaluation. The Vendor is required to conduct instructor and course evaluations using student critiques. NAVEDTRA 135, Appendix F, should be used for guidance in developing student critiques. All student critiques must be provided to the LTA within two days of course completion. 3.12 Course Schedules. The vendor shall adhere to the class times/lengths allocated for each course as identified in the Navy CANTRAC class schedules in coordination with the LTA. Classes shall be conducted Monday through Friday excluding Government Holidays. Class scheduling is based upon an eight-hour working day. Reductions in course length through the vendor?s efficiencies shall be communicated to the LTA with recommendation and rationale for changes in future class schedules. The vendor shall maintain sufficient qualified instructor?s force to cover scheduled training. End of PD. The Government intends to pay by credit card. The following FAR/DFARS provisions and clauses apply to this acquisition: 52.212-1, 52.212-3, 52212-4, 52.212-5 Deviation, 252-212-7001.
