Description
This is an Indefinite Quantity, Job Order Contract. The contract is for a base year and four one-year option periods. The maximum total contract Value is $30,000,000. Task Orders issued under this contract will range from $10,000 to $1,500,000; however, smaller and larger dollar value projects may be considered. This contract is being solicited simultaneously with two other similar solicitations for the remainder of the Engineering Field Activity Northeast Area of Responsibility under solicitation numbers N62472-03-R-0077 and N62472-03-R-0078. Collectively, these vehicles are envisioned to serve as a successor to contract N62472-96-D-9999, the Philadelphia Public Works Detachment Base Operating Services/Job Order Contract. The total obligations to that contract were approximately $125 Million over 5 years. The contract will provide primarily Type II construction, alteration and repair as well as short term facilities maintenance services at Naval installations located in Maine, New Hampshire and Vermont. Type II designates less complex construction that could receive a building permit without a licensed Professional Engineer or Registered Architect seal. The selected contractor will receive requirement packages and, through interface with Government personnel and the contracting community, develop biddable, enforceable Scopes of Work. These Scopes of Work will provide the basis for establishment of the requirement Performance Value through competition among, at minimum, three subcontractors. The Performance Value will be included in the task order price with a Standard Load added for the prime contractor services. Offerors' proposed Standard Loads will be evaluated and the successful offeror's Standard Load will be incorporated in the resultant contract. This Standard Load represents the cost of the prime contractor's services to procure, award, manage and administer the full performance of task orders including all overhead and profit. The approximate solicitation release date is 18 June 2003. This solicitation will be available in electronic format only. Documents will be in the Adobe Acrobat PDF file format via the Internet. Only registered contractors will be notified by email when amendments to the solicitation are issued. The North American Industry Classification System (NAICS) Code for this solicitation is 561210. The small business size standard is $20 million average annual gross revenue for the last three fiscal years. This solicitation is open to all business concerns. In accordance with the provisions of DFARS 252-204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION, offerors must be registered in the Central Contractor Registration (CCR) database. Lack of registration in the CCR database on the part of the offeror will make an offeror ineligible for award.
