- Description
- The purpose of this sources sought synopsis is to identify potential qualified 8(a) firms relative to NAICS Code 236220, for the design and construction of the Guam National Guard Readiness Center Phase III at Barrigada, Guam, Mariana Islands. This project will be procured as a modified design-build best value Request for Proposal (RFP) and will design and construct the last phase of a three-phased Readiness Center requirement. The project duration is approximately 16 months. The Government will only provide preliminary design plans which are approximately 35% complete. The Contractor?s design/build team must complete the full design, including full drawings and specifications, and complete construction. Upon completion, the project will provide a new building facility including, but not limited to, office spaces; training classrooms; storage and supply rooms, arms vaults; shower and locker rooms; kitchen and dining facilities; parking; fire suppression systems; anti-terrorism/force protection/secured access features; intrusion detection/alarm systems; and underground civil/ electrical/ mechanical/ communication utilities for the Guam National Guard. Estimated dollar value of the proposed contract is $5 million to $10 million. Interested certified 8(a) firms are requested to submit evidence of past performance and experience and key personnel qualifications for no more than ten (10) design-build projects of new (as opposed to repair/renovation of existing) buildings of similar scope, dollar value, complexity, and remote island locality (such as Guam) by 18 June 2003, 2:00 p.m. HST, to the attention of Mr. Dean Burnett, PACNAVFACENGCOM, Construction Contracts Branch (ACQ0262:DB), 258 Makalapa Drive, Suite 100, Pearl Harbor, HI 96860; phone (808) 474-6314, fax (808) 474-7316, e-mail: BurnettED@efdpac.navfac.navy.mil. As a minimum, interested 8(a) firms shall submit the following information: 1) a list of no more than ten (10) previously completed new construction design-build projects (with the title of the project, the contract number, the name of the client and a client point of contact, including a name, mailing address, e-mail address, telephone and fax numbers); 2) a narrative describing the firm?s past design-build experience, including any coordination with an Architect-Engineer (Design) team; 3) a narrative identifying and describing the qualifications of the firm?s key personnel, including the Project Manager, Project Superintendent, Safety Manager, and Quality Control Manager to be assigned to this project and who will remain on-site (on Guam) for the project duration; 4) a narrative identifying the members of the Architect-Engineer team, including the prime architect and all subordinate design firms who will participate in this design-build project; and 5) a copy of the firm?s latest balance sheet as of March 31, 2003. The submission shall also include the name, title, e-mail address, telephone and fax numbers for the firm?s point of contact. This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information requested. All information submitted will be held in a confidential manner and will only be used for the purpose intended.
