- REQUEST FOR INFORMATION (RFI) for SINGLE INTEGRATED AIR PICTURE (SIAP) ?MODEL DRIVEN ARCHECTURE? COST ESTIMATING PROCESS 1. OVERVIEW: The Single Integrated Air Picture System Engineering (SIAP SE) Task Force is building an Integrated Architecture Behavior Model, ?Platform-Independent Model (PIM),? that when implemented produces a Single Integrated Air Picture. The PIM is a dynamic behavior model written in executable Unified Modeling Language (UML) that the Services (Army, Navy, Air Force, and Marines) will then be able to use to design and code a platform-specific SIAP solution. This approach provides the SIAP capability to the Services in an expeditious and economical manner. This Request for Information (RFI) solicits industry?s views on the cost elements, models, and assumptions that the task force should consider when calculating the costs and risks associated wit h the development, implementation, and testing of the SIAP solution into specific Tactical Battle Management command and control (C2) systems. Consultation services may ultimately be acquired to support the PIM development and evolution of SIAP. Therefore expert, innovative and timely responses are strongly encouraged. 2. BACKGROUND: The SIAP SE Task Force is charged with implementing a disciplined system engineering process to identify and recommend the most effective and efficient means to achieve a SIAP capability that satisfies warfighter needs. The product of the SIAP SE recommendations will be combat-ready, operationally certified equipment and computer programs that enable the warfighter to build and maintain a SIAP, as well as inputs to tactics, techniques, and procedures (TTP) necessary to operate the components of the integrated system. The respective servi ce shall perform specific engineering tasks to support the SIAP SE in executing its chartered responsibilities. 3. Responses are requested by 10:00 am (EST), on 13 June 2003 to support our milestone objectives. However, submissions will be accepted after this date but feedback may not be as timely.
