NA This solicitation is issued under the revised OMB Circular No. A-76 dated 29 May 2003. The revised OMB Circular No. A-76 is available at http://www.whitehouse.gov/omb/circulars/a076/a76_rev2003.pdf. This solicitation uses full and open competitive proced ures through standard competition pursuant to OMB Circular A-76 revised 29 May 2003. The pre-proposal conference and site visit will be held on 24 and 25 June 2003 at WRAMC, Washington DC. On 24 June 2003, offerors shall meet at the Forest Glen Annex Com missary Parking Lot at 8:00 AM. Transportation will be provided from the Forest Glen Commissary parking lot to the facilities at Forest Glen, Glen Haven, and Walter Reed Army Medical Center. On 25 June 2003, offerors shall meet at the Walter Reed Army In stitute of Research (WRAIR) conference room #1W77 located at 503 Robert Grant Avenue, Silver Spring, MD 20910 at 0800 AM. Offerors attending the pre-proposal conference and site visit must register with Ms. Johanna Mendiola at Johanna.Mendiola@AMEDD.ARMY. MIL or Ms. Shirley Tolbert at Shirley.Tolbert@AMEDD.ARMY.MIL not later than 1500 CT, 18 June 2003, with the names of the individuals planning to attend. Due to security, only those companies and individuals who have registered by the deadline, will be all owed access to the facilities for the conference and site visit. The Government in-house workforce is currently performing the services. Accordingly, a contract may or may not ultimately be awarded as a result of the standard competition. Although one N AICS Code 561210 is used for this solicitation, each functional operation under the study has a separate NAICS. Services are to be performed in the following functional areas and NAICS Codes: Utilities (221122, 221320, 221330); Specialty Trade Contractors (238140, 238150, 238160, 238170, 238210, 238220, 238320, 238330, 238350); Transit and Ground Passenger Transportation (485999); Support Activities for Transportation (488510, 488999); Warehousing and Storage (493110); Other Information Service (519120); R eal Estate (531311, 531312); Professional, Scientific and Technical Services (541199, 541214, 541219, 541330, 541340, 541511, 541513, 541519, 541611, 541612, 541613, 541614, 541618, 541620, 541690); Administrative and Support Services (561110, 561599, 5617 10, 561730); Waste Management and Remediation Services (562111, 562112, 562112, 562211, 561622); Educational Services (611710, 611691, 611699); Repair and Maintenance (811111, 811118, 811198, 811212, 811213, 811219). There will be a three-month transition period prior to commencement of performance. The period of performance is expected to run from the end of the transition period for a basic and four one-year option periods from approximately April 2005 through March 2010.
