Description
The General Services Administration (GSA) seeks a firm with construction management and design capabilities for prospectus-level ($2,210,000) projects for major Federal Office Buildings, Courthouses and Border Stations. The firm may also be required to provide services for projects under the prospectus level. The firm shall have management experience in design and construction to provide services for feasibility studies, design, design phase review, project administration management, and quality control. These supplemental Construction Management services shall be on an as-needed basis for a term of one year under a firm-fixed price indefinite quantity contract, for projects located in Metropolitan New York (Boroughs of Brooklyn, Bronx, Manhattan, Queens, Staten Island, and the Counties of Nassau, Suffolk, Rockland and Westchester), and New Jersey (Counties of Bergen, Essex, Union, Morris, Passaic, Hudson, Middlesex, and Monmouth). The contract will contain four unilateral one-year renewal options. The total Maximum Ordering Limitation (MOL) shall not exceed $1,000,000.00 during the base period, or any option year. GSA is seeking a firm with qualifications and experience in managing design and construction projects valued at or above 2.21 million dollars. All services shall be performed under the direction and supervision of professional architects and/or engineers. Services shall include, but not be limited to, Investigations, Building Engineering Reports, Seismic Hazard Evaluation Reports, Testing Services, Program Development Studies, and use of electronic Project Management. In addition, primary design management will include but not be limited to, design, review of design documents, including design development and working drawings for constructibility and sustainability, and participation in value engineering studies. During construction, services will include project coordination and reporting, supervision of waste management, cost and schedule control, review of submittals, testing services, contract administration including inspection for conformance with design and specifications, change order administration, claims analysis and litigation support, and other contract quality assurance functions. Qualifications submitted by each firm will be reviewed and evaluated based on the following CRITERIA: (I) CONSTRUCTION MANAGEMENT, DESIGN, DESIGN REVIEW, and FEASIBILITY STUDIES EXPERIENCE (55%) - Background with respect to design, and design and construction management for the types of contracts and services specified in this solicitation, over $2,000,000. Relevant experience with architectural, electrical, mechanical, structural/civil, energy conservation, fire and life safety, hazardous material abatement, handicapped accessibility, work with Government Agencies and knowledge of applicable Government regulations; value engineering, sustainable (green) design and construction waste management, feasibility studies, budget management/cost control, master planning/scheduling/cost estimating, construction inspection/construction management, quality control, and demonstrated ability to negotiate/mediate and partner in a professional and responsible manner to further the client’s interest. (II) PROJECT TEAM (25%) - Education & background qualifications, professional licenses, and affiliations of principal team members. The team’s demonstrated ability to work together to provide similar relevant services to public and private sector clients (with references). (III) MANAGEMENT & ORGANIZATION (20%) - Management approach to performing the work; quality and schedule control/timely performance; cost estimating and control; CAD system and adequacy of office and support facilities; the firm (and its consultants’) capability of staffing the project with qualified personnel from within their existing full time staff in relation to its current workload/ ability to effectively respond to workload fluctuations and to accomplish projects within established schedules/demonstrated continuity of personnel assigned to projects from beginning to end; roles of key personnel; organization chart. After the Screening/Slate Selection Board has reviewed the submittals, the Board will select a short list consisting of a minimum of three firms. The short-listed firms will be published in a FEDBIZopps announcement. Once announced the short-listed firms will be notified for interviews from which a final selection will be made. Consideration will be limited to firms with an active office within the geographic area located in Metropolitan New York (Boroughs of Brooklyn, Bronx, Manhattan, Queens, Staten Island, and the Counties of Nassau, Suffolk, Rockland and Westchester) and New Jersey (Counties of Bergen, Essex, Union, Morris, Passaic, Hudson, Middlesex, and Monmouth). The successful offeror will be required to properly staff offices at the job sites of the larger projects for the duration of the construction phase. A joint venture firm or prime consultant arrangement will be considered and evaluated by the demonstrated interdependence of the members and ability to provide quality design and construction management services. At least one key member in any proposed joint venture must have an existing active office within the stated geographic limits. CM firms must indicate their ability to comply with the area of consideration required as part of their response to this notification. Small and minority businesses are encouraged to participate. This procurement will be open to both large and small business concerns and is being issued under the Small Business Competitiveness Demonstration Program. Before award of the contract, the CM shall be required to present an acceptable Small Business Subcontracting Plan in accordance with Public Law 95-507. Small Business concerns are not subject to this requirement. The size standard for a small business concern under this announcement is a concern, including its affiliates, having an average of annual sales receipts for its preceding three fiscal years not in excess of $28,500,000.00. As part of its commitment to socioeconomic initiatives of the Federal Government, the General Services Administration has established subcontracting goals of 42 percent for Small Businesses, 7.5 percent for Small Disadvantaged Businesses, 5 percent for Woman-Owned Small Businesses, 2 percent for HUBZone Small Businesses, and 3 percent for Veteran-Owned Small Business concerns. In support of the agency's efforts, firms seeking consideration for this contract shall demonstrate a proactive effort to achieve the above goals. The use of subcontractors/consultants shown on submitted SF254’s will be reflected in the Small Business subcontracting plan included in the contract. An acceptable Small Business Subcontracting plan will be negotiated and agreed to with the selected firm prior to contract award. Firms must provide a brief written narrative of outreach efforts made to utilize Small, Small Disadvantaged, Women-Owned Small, HubZone small, and Veteran-Owned Small Business concerns with their initial submission. The narrative shall not exceed one typewritten page. Scope of services and draft contract will be furnished to all firms being interviewed. The CM selected will be required to furnish the Contracting Officer preliminary salary rates and overhead rate(s) within 14 calendar days of selection notification. CM firms having the capability for the proposed work, in order to be considered, shall submit Standard Forms 254 and 255’s that reflect their project TEAM. Responses must include Standard Form 254 for all Joint Venture members and/or consultants and a composite Standard Form 255 for the proposed team. Submission shall be received no later than 4:30 PM EST, July 7, 2003, along with a statement of the current workload of the firm and detailed information concerning several selected projects which demonstrate the firm’s ability to provide similar relevant services as required by the evaluation criteria under CM EXPERIENCE. An original and two copies of your submissions are to be delivered in sealed envelopes to General Services Administration, Program Support Division, 26 Federal Plaza, Room 18-130, NY, NY 10278. SOLICITATIONS DELIVERED TO THE ISSUING OFFICE WILL NOT BE ACCEPTED.
