Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. Solicitation No. ACD-3-Q-0021 is being issued as a Request for Quotation (RFQ) for brand name or equal items. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-14. This is a 100% SET-ASIDE FOR SMALL BUSINESS with a North American Industrial Classification System (NAICS) of 336991, 421910 and/or 451110. The Bureau of Customs and Border Protection, a division of the U.S. Department of Homeland Security, is requesting quotes for police bicycles with the following characteristics: Frame sizes to be 15.5-inch, 17.5-inch, 19.5-inch and 21.5-inch. Frame to be made of "alpha aluminum", with a dual stage coil/elastomer, adjustable preload, 80mm travel suspension, 24-speed shifting, all terrain tires, and heavy duty 26-inch wheel. The color of frameset is gloss black with white Police decal. To include standard equipment such as: bar ends, kickstand, toe-clips, straps, headset and police decal. It must be equipped with the following mechanical components: Shimano Nexave 401 48x38x28 Crank set, Shimano Nexave Front Derailleur, Shimano XT Rear Derailleur, Shimano Alivio Rapid Fire Shift Levers, Shimano HG-50 11-30, 8-Speed Cassette, and Shimano IG-31 Chain. The bicycles have to be safe, mechanically reliable and able to withstand the rigorous law enforcement use in the sandy, rocky and mountainous El Paso, Texas environment. The following additional equipment must be installed: Wireless Computer, Nite Ryder Trail Rat 2.0 Headlight, Three Mode seat mount rear light, Police equipment bag and Thorn Resistant Tubes. The government intends to award a firm-fixed price contract for brand name or equivalent bicycles with the required mechanical components and additional equipment. Such as Trek Model # 1046600113, three (3) ______each; Trek Model # 1046600213, twenty-seven (27) _____each; Trek Model # 1046600313, eight (8) _____each and Trek Model # 1046600413, two (2) ____each. The bicycles need to be delivered, fully assembled and ready to use, to El Paso, Texas, FOB Destination, on or before June 13, 2003. The provisions at FAR 52.202-1, Definitions; 52.203-2, Certificate of Independent Price; 52.203-3, Gratuities; 52.203-5, Covenant against Contingent Fees; 52.203-7, Anti-Kickback Procedures; FAR 52.207-4, Economic Purchase Quantity-Supplies; FAR 52.212-2, Evaluation-Commercial Items; and at FAR 52.211-6, Brand Name or Equal apply. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the RFQ, with price and other factors considered. The following factors shall be used to evaluate quotes technical capability. Evaluation will be based on price, past performance and warranty/guarantee, with award being based on lowest price technically acceptable. [Note: when combined warranty/guarantee, and past performance, are equal to price.] PAST PERFORMANCE: Each offer shall describe their past performance on similar contracts held within the last three years which are of similar scope, magnitude and complexity to that which is detailed in this RFQ. Past Performance shall be evaluated in the following manner: The Government will assess the quoters ability to perform, including the quoters likelihood of achieving success in meeting the contract requirements. The quoters are to provide a narrative discussion of similar projects of a similar size and dollar value, which have been successfully completed in the past three years. A description of the progress of the projects currently in process should be included as well. Contracts listed may include those entered into with the Federal Government, agencies of state and local governments and commercial customers. Past Performance will be assessed and assigned a narrative rating in the evaluation. The Government will evaluate each Quoters' past performance based on the information submitted by the offer, as well as information that the Government collects by itself. Quoters' will be given credit for good past performance and lose credit for poor past performance, and neither receive nor lose credit for no past performance data. WARRANTY/GUARANTEE: The offers shall describe their warranty against manufacture defects in material and workmanship. The Contractor's obligations under this warranty should be extended to all defects during the warranty period. Failure to conform to the Government specifications during this contract period, the contractor shall repair or replace the items (at the Government's option) at no additional charge. The period the warranty will cover should be identified from date of original purchase. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items. Note: This FAR reference needs to be completed and submitted with quotation along with DUNS Number. FAR 52.212-4, Contract Terms and Conditions-Commercial Items. FAR 52.216-18, Ordering paragraph (a), "Such orders may be issued from date of award for a period of one year". FAR 52.216-19, Order Limitations paragraph (a). When the Government requires delivery services covered by this contract in an amount of less than two; (b) $250,000.00; (c) $400,000.00, thirty (30); (d) five (5). FAR 52.219-6, Notice of Total Small Business Set-Aside. FAR 52.222-26, Equal Opportunity (E.O. 11246). FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era. FAR 52.232-19, Funds for the Next Fiscal Year will not be available (beyond September 30th 2003). The Government's obligation for performance of this contract beyond that date is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. FAR 52.246-17, Warranty of Supplies of a Noncomplex Nature. Reference paragraph (b)(1) for a minimum of 60 days. The Contracting Officer shall give written notice to the Contractor of any breach within 45 days after discovery of the defect. In accordance with industrial standard, the contractor shall warrants that all material furnished under this contract will free from defects in material or workmanship, i.e. will not fade or discolor after washing and will conform with all requirements of this contract.
